The Project Procurement Lead position is a key role within the EMEA team, based in Frankfurt. This position reports to the UK Head of Procurement (EMEA Procurement Manager).
Key Responsibilities
- Develop procurement strategies and execution plans during project initiation aligned with project specifics and IPS protocols.
- Oversee the pre-order and post-order phases of procurement packages to ensure alignment with project timelines and quality standards.
- Manage project closure processes for procurement deliverables.
- Lead and coordinate procurement team activities across assigned projects.
- Manage diverse procurement categories including capital equipment, trade contracts, professional services, and indirect site-related purchases.
- Serve as the lead contact for procurement processes representing IPS internally and externally to clients.
- Provide expert procurement advice and support to internal teams and clients on assigned projects.
- Lead tender procedures from scope receipt through bidding, evaluation, and awarding recommendations, either directly or by guiding team members.
- Ensure thorough commercial evaluations, preparation of recommendation to award documentation, and issuance of purchase orders and contracts.
- Maintain comprehensive project and external client reporting, tracking order confirmations, expediting deliveries, and managing change orders and invoicing collaboratively with suppliers and stakeholders.
- Maintain approved supplier records including requisite quality assurance documentation.
- Monitor market trends and updates such as pricing changes or supplier mergers, promptly communicating these to the IPS team.
- Conduct ongoing evaluation and qualification of new and existing vendors and contractors as necessary.
Required Qualifications & Skills
- 6 to 10 years of extensive experience in project procurement roles, with strong knowledge of trade contracts and equipment procurement.
- Proven leadership abilities in managing multi-national project procurement teams.
- Desired qualification includes MCIPS or progress towards it.
- Proficient verbal and written communication skills in both German and English are mandatory.
- Ability to manage fast-paced, project-based demands and work effectively in matrix and cross-functional team environments.
- Strong commercial insight and negotiation skills related to contracts and terms and conditions, along with sound analytical capabilities in commercial and contract risk assessment.
- Proficiency in IT tools, including advanced use of MS Office and ERP systems.
- Self-driven, organized, and a capable problem solver with excellent stakeholder communication skills.
- Possession of legal work authorization in Germany and willingness to travel occasionally for short periods.
