Job description

Overview

This role is for a senior project management professional who will support U.S. Coast Guard Surface Forces Logistics Center (SFLC), Business Operations Division (BOD), as key personnel. The position carries responsibility for overseeing all contractor work under the statement of work and acting as the main liaison for the Contracting Officer and the Contracting Officer’s Representative.

The work centers on federal consulting, modernization, business operations improvement, and IT-enabled transformation efforts. The ideal candidate should be comfortable working with limited direction, guiding matrixed teams, coordinating stakeholders across functions, and producing high-quality project documentation, reports, and executive-ready materials.

Core Duties

  • Act as the contractor’s project lead and the primary contact for the Contracting Officer, COR, and other assigned government stakeholders.
  • Deliver project and program management support for SFLC-BOD strategic initiatives, modernization work, process improvement efforts, and pilot programs.
  • Coordinate cross-functional and matrixed teams so objectives are met on schedule, within scope, and to a high professional standard.
  • Take part in joint working groups that support SFLC strategic priorities and ensure smooth coordination between government and contractor teams.
  • Create and manage project plans, timelines, scope statements, staffing plans, risk controls, and quality management processes.
  • Build, maintain, and monitor implementation and modernization Plans of Action and Milestones (POA&Ms).
  • Use current project management platforms such as Azure DevOps, Jira, Confluence, Microsoft Project, SharePoint, Teams, or similar tools.
  • Apply Agile delivery practices to organize work, guide execution, track progress, and deliver work in increments.
  • Run meetings, document decisions and action items, develop recommended paths forward, and prepare briefing materials for leadership.
  • Handle the coordination needed to keep projects moving, resolve issues, align stakeholders, and complete deliverables successfully.
  • Prepare polished reporting throughout the lifecycle of the project, including monthly status updates and final summary documentation.
  • Support business process improvement and modernization initiatives for SFLC-BOD.
  • Lead integrated teams in defining, documenting, and implementing modernization approaches and solutions.
  • Spot risks, issues, dependencies, and blockers, then recommend mitigation and corrective actions.
  • Maintain continuity of support, coordinate staffing, ensure timely delivery, and follow government requirements for safety, security, and conduct.
  • Assist with post-award planning, including draft and final project plan preparation and participation in progress reviews.
  • Ensure all deliverables are accurate, complete, timely, and compatible with DHS/USCG Microsoft Office workstation standards.

Qualifications

Applicants should bring demonstrated project management experience on federal government programs, ideally in DHS, DoD, Coast Guard, Navy, logistics, maintenance, supply, engineering, or business operations settings. Familiarity with Coast Guard mission support operations or similar military/federal logistics structures is preferred.

Experience should include leading strategic initiatives, modernization programs, business process improvement efforts, pilot projects, or IT-driven transformation work. The role also requires confidence in leading diverse, cross-functional, matrixed teams with little day-to-day supervision.

Security and eligibility

The selected candidate must be able to obtain and maintain a federal Public Trust suitability clearance. U.S. citizenship or permanent residency is required, and visa sponsorship is not available.

Compensation

Maryland only: salary range of $100,000 to $140,000, based on experience.
