Durham Community Health Centre (DCHC) is a charitable entity committed to delivering integrated, accessible, and equitable primary care and health education to community members in Durham who face barriers to health and well-being. The organization serves priority groups including Indigenous peoples, Black communities, 2SLGBTQI+ members, newcomers, seniors, and patients without family doctors by providing preventive and curative care.

Our interdisciplinary team includes various healthcare and administrative professionals working collaboratively to focus on each client’s unique care needs, blending clinical treatment with wellness and educational support. Currently, DCHC is expanding its services under a strategic growth plan to enhance community health impact.

Position Summary

The Project Manager for Renewable Energy will lead the planning and execution of a solar photovoltaic installation initiative. Initially, this role entails producing a detailed feasibility study and business case to be presented to the Board of Directors for approval. This report will assess financial, technical, operational, environmental, regulatory, and strategic factors related to the solar PV system installation.

Upon approval, the Project Manager will oversee all phases of the project from procurement and vendor management to construction supervision, commissioning, stakeholder communications, budget oversight, risk mitigation, and transition to operational use. The role demands ensuring the project adheres to safety, timeline, budget, regulatory, and organizational standards while advancing sustainability and efficiency goals.

Key Responsibilities

• Lead feasibility assessment including technical options, electricity consumption analysis, integration possibilities (battery storage, EV charging), financial incentives, and business case development.
• Conduct comprehensive financial modeling covering capital, operating, lifecycle costs, cash flow analysis, payback period, NPV, IRR, and sensitivity testing.
• Evaluate project risks such as regulatory, structural, technological, vendor, cost escalation, and operational disruptions.
• Prepare and present findings, briefings, and recommendations to senior leadership, Audit & Finance Committee, and Board of Directors.
• Develop detailed project plans, charters, schedules, governance frameworks, and reporting tools.
• Lead procurement activities including RFP development, vendor evaluation, contract negotiation, and performance management.
• Coordinate regulatory compliance and approvals liaising with municipal bodies, Electrical Safety Authority, utilities, engineering consultants, and other agencies.
• Supervise construction ensuring adherence to design, schedule, quality, safety, and site management protocols.
• Maintain financial controls by tracking expenditures, budget forecasting, invoice approval, and reporting project financial status.
• Manage risk registers, mitigation strategies, and escalation procedures with continuous oversight of contingencies.
• Implement stakeholder communication plans targeting executives, employees, vendors, regulators, and community parties with regular project updates.
• Oversee commissioning, performance validation, documentation collection, transition to operations team, post-project review, and final reporting.

Qualifications

• Bachelor’s degree in Engineering, Project Management, Construction Management, Business Administration, Finance or related fields; Master’s degree is a plus.
• Preference for PMP certification; engineering licensure (P.Eng.) and credentials in LEED, Solar Energy, Sustainability, or Renewable Energy are advantageous.
• At least 7 years of progressively responsible project management experience, particularly in capital construction or infrastructure projects.
• Experience leading projects from feasibility studies through business case development, procurement, implementation, and commissioning.
• Proven ability preparing executive and board-level reports and managing multiple consultants, contractors, and vendors.
• Knowledge or experience in renewable energy, sustainability, energy management, or solar installations is preferred.
• Strong skills in project planning and execution, financial and business case analysis, capital budgeting, procurement, contract and risk management, construction oversight, regulatory compliance, stakeholder engagement, and board reporting.
• Proficiency with Microsoft Excel, Word, PowerPoint, and Project are required.

Additional Information

• This contract position lasts 12 to 18 months and is non-unionized.
• Weekly schedule is Monday to Friday, 35 hours per week.
• Salary range is $80,000 to $95,000 annually, based on experience, with HOOPP pension participation.
• The workplace is in Oshawa South with potential to work or relocate to other DCHC locations as necessary.
