Job description
Overview
This role applies engineering knowledge to support core functions within the Engineering Division. It calls for strong initiative and the ability to make sound independent decisions, often quickly and without direct supervision. The choices made in this position can affect the City of Indianapolis, city leadership, and public policy. The position reports to the Program Manager.
Key Responsibilities
- Develop the scope for proposed public improvement projects, including gathering data and meeting with residents, community stakeholders, elected officials, and other city departments during the scoping phase.
- Review possible design solutions, estimate the costs of each option, and advise on the best alternative.
- Inspect construction methods and workmanship to confirm that contractors are delivering roadways, bridges, traffic signals, storm infrastructure, and wastewater projects according to plans and specifications.
- Monitor work in progress, troubleshoot issues, and help ensure projects are completed successfully.
- Provide training to other DPW staff and act as the sole inspector on a construction project when needed.
- Support inspection oversight on large, complex city construction projects.
- Work directly with contractors as part of the job.
- Protect sensitive information and maintain confidentiality at all times.
- Perform other related duties as assigned, since the list above may change based on operational needs.
Qualifications
A high school diploma or equivalent plus at least three years of experience in transportation design, construction inspection, or project management is required. The role demands strong familiarity with federal, state, and city codes, policies, and ordinances related to transportation, traffic, stormwater, and wastewater management. Candidates should understand civil engineering terminology and basic principles well enough to interpret specifications and construction documents. The job also requires the ability to perform calculations for material and labor estimates, expenses, survey data, and engineering work using algebra, trigonometry, and geometry. Strong communication skills are essential for working with contractors, consultants, and city staff. Applicants must also know how to review plans and specifications for compliance, and have a solid working knowledge of the Indiana Manual on Uniform Traffic Control Devices. A valid driver's license is required.
Preferred Qualifications
A bachelor's degree in engineering or a related technical field is preferred. Completion of INDOT construction management and supervision courses, and/or APWA construction management courses, is also desirable.
