About the Role

We are seeking an experienced IT Program Management Officer (PMO) specializing in Governance and Planning to join a global client located in Bonn, Germany. This permanent role requires candidates who are willing and able to work onsite regularly and thrive in a dynamic, global environment. The ideal candidate will have a mindset geared towards continuous improvement and be passionate about fostering governance, planning, and operational excellence.

Key Responsibilities

  • Establish, lead, and continuously enhance the Program Management Planning and Governance functions to ensure effective transformation governance and delivery excellence.
  • Align program roadmaps strategically across all projects.
  • Support the VP and Head of Program Management by defining, owning, and operationalizing governance frameworks, communication strategies, documentation standards, and portfolio performance controls.
  • Drive transparency and enable efficient decision-making across the organization, including at GMB leadership level.

Experience and Expertise Required

  • 7 to 10 years of experience in managing projects, programs, or portfolios.
  • Exceptional communication skills with the capacity to deliver presentations at the executive level.
  • Strong leadership qualities and aptitude for stakeholder engagement.
  • Previous leadership roles within PMO or transformation initiatives.
  • Experience working within cross-functional, global, or matrixed organizational structures.
  • Proven track record in leading PMOs or managing extensive transformation portfolios.
  • In-depth understanding of project and program management methodologies such as PMI, PRINCE2, and Agile.
  • Demonstrates resilience, a proactive approach to overcoming challenges, and change leadership abilities.
  • Willingness to take hands-on action and actively participate in critical tasks when necessary.
  • Strong analytical and problem-solving skills.
  • Ability to translate corporate strategy into practical frameworks and processes.
  • Expertise in portfolio reporting, metrics analysis, and performance management techniques.
