Location and Work Arrangement
This role is based in the Washington, DC metropolitan area with a hybrid work model requiring 2 to 3 days onsite weekly at the Customer's facility and the remainder remotely upon approval.
Security and Clearance
Applicants must be U.S. citizens and hold an active Secret security clearance; eligibility for Top Secret/SCI clearance may be necessary depending on specific assignments.
Role Overview
The Project Lead will act as the Bureau Evaluation Coordinator and Strategic Planner Program Manager for the Customer. As the Government’s primary point of contact for PBG’s performance, the role entails providing comprehensive leadership across performance evaluation, strategic planning, program management, and compliance with the Evidence Act. Responsibilities include directing contractor employees, overseeing technical and business performance, organizing the Customer’s annual evaluation initiatives, aligning performance metrics, and translating data into strategic recommendations for senior government officials. The position demands extensive federal program leadership experience and the ability to integrate priorities in performance, budgeting, security, technology, and strategic planning.
Key Duties
- Act as the Government’s liaison providing leadership on performance evaluation, strategic planning, and contractor oversight within the Evidence Act framework.
- Steer program delivery aligned with Operations Excellence, Cybersecurity, and IT Modernization, fostering improvements that enhance customer experience and program effectiveness.
- Drive organizational change management, advocating new management and data practices while ensuring contractor responsiveness to Government inquiries.
- Assign and supervise contractor tasks, managing overall task order performance, quality, staffing, and operational processes.
- Coordinate the Customer’s annual evaluation agendas and performance metrics, ensuring alignment with agency and interagency goals.
- Provide direct updates to the Contracting Officer Representative (COR), maintaining active communication on project status, risks, and any contractual or program issues.
- Oversee management of Government equipment, personnel, and security responsibilities, notifying the COR promptly of incidents.
- Prepare and submit required deliverables for Government review, including monthly performance reports and defect logs.
- Lead project management activities such as planning, cost control, scheduling, resource allocation, risk management, quality assurance, and communications.
- Manage financial and earned value management processes and reporting, including Technology Business Management (TBM) analyses.
- Convert data analytics and evaluation outcomes into actionable insights and decision-support reports for senior Government leaders.
- Support evaluation activities within federal or international development programs, including foreign policy and security cooperation.
- Leverage expertise in infrastructure design, engineering, security, and emerging technologies to support complex IT projects.
- Oversee multidisciplinary staff across diverse labor categories and skill sets consistent with project complexity.
Required Qualifications
- At least four years of consulting or related experience, including minimum one year monitoring and evaluating foreign policy or security-related programs.
- Proven track record managing sizeable and complex IT projects or operations, including cost control.
- Experience supervising large teams across varied labor categories in similar scale and complexity assignments.
- Expertise in infrastructure design, engineering, and emerging network/infrastructure technologies.
- Knowledge of securing and maintaining critical infrastructure systems.
- Experience implementing Enterprise-wide Technology Business Management (TBM).
- Strong written and verbal communication skills, including translating analytics into actionable reports and presenting to senior officials.
- Experience supporting evaluation in federal or international development contexts.
- Bachelor of Science degree in Information Technology.
- Certified ITIL 4 Expert or equivalent certification.
- Active Secret clearance mandatory; eligibility for Top Secret/SCI may be required based on assignment.
- Must be a direct employee of the prime contractor, authorized to represent the organization in technical and managerial matters.
- Willingness and ability to travel domestically and internationally, including to embassies and partner sites.
- Commitment to a long-term engagement for this key leadership role on a five-year task order.
- Proposal-ready resume detailing education, certifications, current clearance, technical skills, recent training, and relevant experience is required.
Preferred Qualifications
- Master’s degree in Business Administration, Information Technology, or related field.
- Project Management Professional (PMP) certification or equivalent.
- Data analytics proficiency with tools such as Power BI, Python, or Tableau.
- Experience with federal government programs involving foreign assistance, Evidence Act compliance, performance management, or strategic planning.
