Project Director - Hospitality and Entertainment Development

About the Role

Parsons seeks an experienced Project Director to oversee the comprehensive execution of Project Management Consultancy (PMC) services for a prestigious luxury hospitality and entertainment development located in Qatar. This cutting-edge entertainment complex aims to draw millions of guests annually with its immersive offerings and varied attractions.

The appointed Project Director will bear full accountability for the integrated delivery of a world-class destination encompassing hospitality, entertainment, retail, residential, and mixed-use components. Responsibilities span managing design, procurement, construction oversight, project controls, stakeholder coordination, testing and commissioning, handover, and the Defects Liability Period, all while achieving the client's goals in schedule, cost, quality, safety, sustainability, and operational readiness.

Key Duties and Responsibilities

• Direct the comprehensive delivery of PMC services through every stage of the project lifecycle.
• Lead and manage the multidisciplinary PMC team alongside specialist consultants.
• Act as the client's primary daily representative.
• Oversee integrated project planning, governance, reporting, and performance tracking.
• Coordinate design activities with lead architects, consultants, specialist designers, and contractors.
• Supervise procurement, construction, testing & commissioning, handover, and post-completion defect phases.
• Lead project controls including scheduling, budgeting, quality assurance, risk management, health and safety, procurement, document control, and reporting.
• Ensure effective liaison with supervising consultants, contractors, authorities, operators, and utilities.
• Manage risk identification and implement recovery measures when needed.
• Review and approve project reports, executive dashboards, and commercial recommendations before client submission.
• Monitor contractor performance and recommend corrective measures.
• Guarantee adherence to project governance, contractual terms, and client protocols.
• Foster collaboration among all stakeholders to secure the successful completion of the project.

Qualifications and Experience

• Bachelor's degree in Engineering, Architecture, Construction Management, or a related field required.
• Master's degree is preferred.
• Professional certifications such as PMP, MRICS, PE, CEng or their equivalents are advantageous.
• At least 20 years of experience managing major hospitality projects via PMC or Programme Management roles.
• Proven track record managing large, multidisciplinary design and construction teams.
• Experience with luxury hotels, integrated resorts, or large mixed-use developments.
• Prior experience in the Gulf Cooperation Council (GCC) region is highly preferred.

Skills and Competencies

• In-depth knowledge of PMC delivery methods for large-scale hospitality and destination projects.
• Expertise in design management, procurement, construction supervision, and commissioning processes.
• Strong command of project controls including planning, scheduling, cost management, quality assurance, risk mitigation, health, safety, and environmental standards.
• Leadership skills to guide multidisciplinary teams with diverse stakeholders.
• Understanding of contract administration, commercial management, procurement strategies, change control, and contractor oversight.
• Excellent organizational, stakeholder engagement, and problem-solving abilities.
• Capability to manage complex projects balancing quality, timelines, budgets, safety, and client expectations.
