About the Project

This project focuses on enhancing the health-seeking behavior of residents, particularly youth, in Ukhiya Upazila within the Cox’s Bazar District of Bangladesh. It is funded by Japan Platform (JPF) and jointly executed by PULSE Bangladesh and Médecins du Monde Japon (MdMJ). PULSE Bangladesh is a Cox’s Bazar-based NGO committed to fostering a fair and just society by aiding vulnerable groups including children and women, especially in response to the ongoing Rohingya crisis.

Role Overview

The Project Coordinator (PC), reporting to the Director of PULSE and working closely with the MdMJ Project Coordinator, will oversee the implementation and coordination of the project. This role involves team leadership, strategic guidance, and ensuring the team's safety. The PC will represent the project in meetings with local authorities, NGOs, and stakeholders.

Key Responsibilities

  • Manage the overall execution of the project to meet objectives within the agreed timeframe and budget, coordinating closely with MdMJ counterparts.
  • Ensure timely preparation and submission of necessary documentation and reports to local authorities.
  • Provide support to Administrative and Finance officers and Community Health Supervisors in daily decision-making.
  • Incorporate monitoring and evaluation feedback effectively into subsequent project activities.
  • Maintain situational awareness of the local context to guide project operations.
  • Assist in consolidating community health work knowledge and experience with the support of the Director and PULSE.
  • Organize routine and ad hoc coordination meetings between PULSE and MdMJ.
  • Submit agreed reports and outputs to MdMJ within specified deadlines.

Human Resource Management

  • Communicate working regulations and conditions clearly to staff and monitor adherence through records, feedback, mentoring, and coaching.
  • Supervise and support Admin/Finance Officers, Community Health Supervisors, Youth and Health Educators, ensuring quality outputs via regular meetings and oversight.
  • Manage interpersonal conflicts and promote a positive and collaborative team environment.

Security Management

  • Develop and maintain communication trees for both normal and emergency scenarios.
  • Create, update, and enforce security plans and protocols.
  • Regularly assess security situations, coordinating with local authorities, NGOs, UN bodies, and other relevant entities.
  • Deliver timely security briefings and necessary information to all staff.
  • Ensure all team members comply with security procedures.

Stakeholder Engagement and Representation

  • Represent the project in meetings at the field and Cox’s Bazar administrative levels.
  • Establish and maintain productive internal and external relationships with stakeholders to facilitate smooth project operations.
  • Engage proactively in relevant networks and humanitarian working groups linked to project priorities.

Financial Oversight

  • Monitor budget expenditures to ensure alignment with donor agreements and organizational policies by endorsing expense requests from Admin/Finance Officers.
  • Approve monthly financial reports and ensure funds are utilized properly within the agreed timeframe.

Candidate Profile

  • Minimum of a graduate degree.
  • At least five years’ project management experience, including operational and fieldwork related to the Rohingya crisis response.
  • Demonstrated ability to work effectively in a multicultural and multilingual setting.
  • Strong liaison skills with both internal teams and external partners to enable smooth project execution.
  • Excellent verbal and written communication capabilities.
  • Ability to perform independently with minimal supervision and manage priorities to meet deadlines.
  • Adaptability in tasks, working hours, and work environments as dictated by project needs.
  • Proficiency with Microsoft Word, Excel, and PowerPoint.
  • Solid understanding of humanitarian actions and a commitment to participating in GK and MdMJ initiatives.
  • Languages: Fluent in English and Bangla.

Additional Information

  • The contract will last until March 31, 2020, starting from May 16, 2019.
  • The offer is contingent upon the confirmation of project funding.
