About the Role

GovTech is Singapore’s main public-sector technology agency, supporting Smart Nation efforts and digital transformation across government. As the Centre of Excellence for Infocomm Technology and Smart Systems, it builds capabilities in data science and AI, application development, smart city technology, digital infrastructure, and cybersecurity.

What You Will Do

  • Shape tailored product experiences across different user journeys.
  • Work with the agency Product Owner to define a clear product direction and the steps needed to achieve it.
  • Partner with business stakeholders to set the product vision and mission and secure alignment.
  • Plan product outreach and promotion with internal partners.
  • Build and execute go-to-market plans with the relevant teams.
  • Design experiments, test ideas, and refine the product based on findings.
  • Oversee the product budget, including spending checks, cashflow planning, and funding requests.
  • Prepare the product team workplan and ensure development resources are in place.
  • Arrange procurement for software, hardware, and ICT professional services when needed.
  • Run user research to identify needs, pain points, and behavioural patterns.
  • Analyse product usage data to guide decisions and uncover trends.
  • Study the market landscape to understand competing and complementary solutions.
  • Convert product strategy into practical technical plans for business and vendor teams.
  • Support developers in exploring tools and techniques that help meet product needs.
  • Assess different solution options, weigh trade-offs, and build persuasive recommendations.
  • Think through how services should serve different segments and decide feature priorities accordingly.
  • Produce data-driven insights to support action and decision-making.
  • Coordinate work across marketing, legal, finance, and other functions.
  • Work with the Product Owner to prepare budget papers and secure resources.
  • Improve adoption and growth through engagement, feature expansion, and sustainable usage.
  • Maintain relationships with user agencies and central government product teams to identify collaboration opportunities.
  • Represent the product in public-speaking and awareness-building engagements.
  • Run structured meetings, keep stakeholders informed, and track progress closely.
  • Record important product decisions and maintain clear documentation.
  • Ensure funding is secured and expenses are monitored responsibly.
  • Make sure the product meets security and performance expectations, including SSAT, VAPT, and performance testing.
  • Follow governance, audit, and compliance requirements such as IM, AGO, and QMS.

Requirements

  • A diploma or degree in Computer Science, Infocomm Technology, Engineering, or a related field.
  • At least 5 years of relevant experience; candidates with more experience may be considered for a more senior position.
  • Background in product management, IT business analysis, application solution design, and testing.
  • Experience with modern product practices and tools such as Agile, Cloud, Design Thinking, and Product-Centric Development is an advantage.
  • At least 3 years of experience working directly with engineers, designers, and other product managers is ideal.
  • Strong analytical, conceptual, and problem-solving ability.
  • Clear communication skills with the ability to present ideas and influence others.
  • Self-driven, motivated, and naturally curious.
  • Ability to learn quickly and apply new knowledge effectively.
  • Professional certifications such as CITPM, COMIT, PMP, or Certified Scrum Master are relevant.
