About Clinton Health Access Initiative
The Clinton Health Access Initiative, Inc. (CHAI) is an international health organization dedicated to saving lives and lowering disease burden in low- and middle-income countries. Working alongside governments and private-sector partners, CHAI helps build and sustain strong health systems with a focus on high-quality, scalable solutions.
Founded in 2002 in response to the HIV/AIDS crisis, CHAI initially worked to bring down the cost of essential HIV medicines and expand access in the countries most affected. Over time, its portfolio has broadened to include infectious diseases such as COVID-19, malaria, tuberculosis, and hepatitis, as well as cancer, diabetes, hypertension, and other non-communicable diseases. The organization also supports vaccine rollout, maternal and child health, nutrition, assistive technology, and horizontal health-system strengthening in areas such as human resources for health, digital health, and health financing.

Program Overview
Rwanda is pursuing Universal Health Coverage through the Fourth Health Sector Strategic Plan, with an emphasis on equitable access to quality care, stronger health-sector sustainability, and more efficient financing. In support of this vision, the Ministry of Health is expanding digital systems to improve service delivery across the health sector.
This digital health portfolio includes electronic medical records, health information exchange, digital reporting tools, insurance and supply-chain integrations, and other emerging platforms. As these systems scale, the Ministry needs strong product leadership to keep them aligned with user needs, national priorities, and enterprise architecture.
Role Summary
CHAI is looking for an experienced Product Manager to support the Ministry of Health’s digital health transformation. The selected candidate will own the functional direction of assigned digital products and will be accountable for the value they create for health workers, facilities, and health-system managers.
The role will be seconded to the Ministry of Health Digital Office. The person in this position will report to the Chief Digital Officer and, in parallel, to the CHAI Digital Health Program Manager. The role also involves close collaboration with end users, software developers, implementers, Ministry of Health teams, and Rwanda Biomedical Centre programs to ensure the solutions are user-focused, interoperable, scalable, and continuously improved.
Key Responsibilities
The role covers product leadership, coordination, and ongoing improvement across the digital health lifecycle.
- Set and maintain a clear vision for the assigned digital health products.
- Create and manage the product roadmap, including new features, enhancements, and integrations.
- Keep product priorities aligned with the national digital health strategy, enterprise architecture, and interoperability standards.
- Own the backlog, making sure items are well defined, refined, and ranked in the right order.
- Draft user stories with clear acceptance criteria.
- Prioritize work based on user needs, system impact, and national priorities.
- Ensure development teams fully understand backlog items before implementation begins.
- Provide functional guidance and coordination to developers, engineers, and vendors to deliver planned features.
- Work closely with software teams during sprint planning, sprint reviews, and product demos.
- Clarify functional questions for development teams when needed.
- Review completed work against acceptance criteria before approving it.
- Engage clinicians, facility teams, community health workers, and program staff to understand workflows and pain points.
- Convert user needs into structured workflows, user stories, and functional requirements.
- Make sure system design supports end-to-end care delivery and reporting processes.
- Lead user acceptance testing, including test design, tester coordination, and result validation.
- Approve releases once acceptance criteria have been met.
- Support release planning and field deployment, including communication and user readiness.
- Help introduce new features in the field and support their adoption.
- Track system usage and adoption, and identify where further improvement or support is needed.
- Act as the main functional contact for assigned digital health products.
- Coordinate with Ministry departments, districts, health facilities, partners, and vendors.
- Facilitate product reviews, feedback sessions, and system demonstrations.
- Share progress updates regularly and escalate risks or blockers to leadership.
- Collect and record user feedback and product improvement requests.
- Monitor usage trends to find gaps and opportunities for enhancement.
- Keep the product improvement plan and roadmap updated over time.
- Maintain complete product documentation, including the vision, roadmap, backlog, user stories, acceptance criteria, functional requirements, workflows, UAT plans, UAT reports, release notes, change requests, and user guides.
Requirements
The role calls for a senior product leader with experience in software or digital health environments.
- A bachelor’s or master’s degree in information systems, computer science, software engineering, health informatics, business administration, public health, or a related discipline.
- 6 to 8 years of professional experience overall.
- At least 3 to 4 years of experience as a Product Manager, Product Owner, or Digital Product Lead in a software development company, health technology company, SaaS company, consulting firm, or similar digital solutions setting.
- Hands-on experience managing digital products through the full lifecycle, from problem definition and requirements gathering through development, testing, release, and ongoing improvement.
- Practical experience working in Agile/Scrum settings, including backlog handling, sprint planning, sprint reviews, and release coordination.
- Experience in digital health, public health systems, health technology, enterprise software, or B2B SaaS is strongly preferred.
- Exposure to government systems or large-scale institutional digital platforms is an advantage.
- Certification in Product Management, Agile, or Scrum is considered a plus.
