Policy Analyst - Tertiary Skills, Quality and Governance Policy

About the Role

The Ministry of Education in New Zealand is seeking a dedicated full-time Policy Analyst to join the Tertiary Skills, Quality and Governance Policy team, based in Wellington. This permanent position offers a chance to contribute to strategic policy development where education intersects with employment and training, focusing on system transformation and collaboration with major partners such as government agencies and professional bodies.

The team is responsible for representing the Ministry on the OECD Vocational Skills group and leads long-term strategic policy concerning employers' roles in education, quality assurance for tertiary providers, and addressing skills shortages and labour market policies.

Salary: Between $74,815 and $90,347 annually plus KiwiSaver, commensurate with experience.

Responsibilities

• Lead and contribute to policy development related to tertiary education, skills, and governance.
• Engage with government agencies and professional associations to align education strategies with employment and training needs.
• Represent the Ministry in international groups such as the OECD Vocational Skills group.
• Develop evidence-based policy advice that supports strategic system-wide improvements.
• Manage complex and sensitive policy projects within a fast-paced environment.
• Collaborate across the Ministry and with external stakeholders to ensure cohesive policy outcomes.

Team Environment

The Tertiary Policy group tackles system-level challenges to fortify tertiary education, aiming for equitable and high-quality results for learners. The role collaborates closely with various government bodies such as TEC, NZQA, MBIE, MSD, and ENZ, providing integrated advice across education portfolios including Māori medium, Te Reo Māori, Pacific and Learning Support.
