About the Role
We are searching for a seasoned PMO Lead to establish, deploy, and manage the Program Management Office (PMO) for a significant, multi-year technology transformation initiative within the Irish public sector. This senior leadership position involves building the PMO framework from scratch to ensure governance, programme controls, integrated scheduling, financial oversight, and executive-level reporting throughout a complex delivery model involving multiple vendors.
Key Responsibilities
- Set up and lead a PMO with best practice standards encompassing governance, reporting, programme controls, and assurance of delivery quality.
- Create and maintain integrated programme schedules, manage interdependencies, key milestones, RAID (Risks, Assumptions, Issues, Dependencies) logs, and change control mechanisms.
- Direct programme governance by supporting Programme Boards, Steering Committees, and key executive stakeholders.
- Monitor financial aspects including budgeting, forecasting, supplier costs, and financial operations.
- Manage offshore PMO staff to ensure unified standards, maintain quality, and foster collaboration between onshore and offshore teams.
- Produce precise program insights via dashboards, regular reporting, and performance indicators to facilitate informed decision-making.
Essential Qualifications and Skills
- Minimum of 10 years' experience in leadership roles within PMO, Programme Management, or Programme Controls.
- Documented success in establishing and activating PMOs for large-scale transformation projects.
- Extensive knowledge in governance frameworks, integrated planning, financial management, RAID oversight, and programme assurance.
- Demonstrated ability to lead complex, multi-vendor and multi-stream programmes involving distributed and offshore teams.
- Proven track record of successful delivery in public sector, healthcare, financial services, or other tightly regulated fields.
- Strong leadership qualities paired with excellent stakeholder engagement, communication, and organizational skills.
Additional Information
- Competitive daily rate will be offered based on experience.
- This role follows a hybrid working pattern, requiring two days per week onsite in Dublin.
- The contract duration is approximately two years.
