Job description

Role Overview

We are seeking a Plans Examiner I, II, or III to carry out detailed technical reviews of residential and commercial building plans for compliance with applicable statutes, codes, and local regulations. The level assigned will depend on the candidate’s education, experience, and licensing.

What You Will Do

This position focuses on reviewing professionally prepared construction documents before permits are issued. The work includes evaluating new construction, additions, and changes in use, then determining whether the submitted documents conform to current requirements. The role is performed with general supervision and requires sound judgment when interpreting state statutes, model codes, and municipal ordinances. It also calls for courtesy, fairness, and tact when working with contractors, engineers, inspectors, and other stakeholders.

Key Duties

  • Review plans, specifications, and related construction documents for compliance with building, mechanical, electrical, plumbing, gas, flood control, and other applicable codes.
  • Approve or reject submitted documents and communicate the outcome to architects, engineers, and other design professionals.
  • When plans are rejected, clearly explain the reasons, cite the relevant code sections, and outline what revisions are needed for resubmission.
  • Provide technical support to property owners and public agencies.
  • Help resolve citizen concerns or issues related to inspections and suggest corrective actions when needed.
  • Carry out other related duties as assigned.

Required Knowledge and Abilities

The role requires strong knowledge of construction methods, materials, practices, mechanics, inspection procedures, and building code enforcement. Candidates must also understand legislation affecting building standards, along with construction-related administrative policies and procedures. Success in this position depends on the ability to interpret codes and standards consistently, make independent decisions, communicate recommendations clearly, prepare accurate reports, and work effectively with both the public and industry professionals.

Physical Requirements

The job requires effective verbal, written, and visual communication. It also involves site visits and physical activity such as walking, bending, stooping, and reaching.

Qualification Levels

Plans Examiner I: An associate degree in Building Construction, Architecture, Engineering, or a related field plus 1 year of experience reviewing plans or working in building construction for a licensed general, building, or residential contractor. Alternatively, a high school diploma or equivalent plus 3 years of comparable experience.

Plans Examiner II: An associate degree in Building Construction, Architecture, Engineering, or a related field plus 3 years of experience as a Plans Examiner with the ability to accurately review residential plans. Alternatively, a high school diploma or equivalent plus 5 years of Plans Examiner experience with residential plan review.

Plans Examiner III: A bachelor’s degree in Building Construction, Architecture, Engineering, or a related field plus 5 years of Plans Examiner experience with the ability to accurately review residential and commercial plans. Alternatively, 7 years of Plans Examiner experience with the ability to accurately review residential and commercial plans.

Licenses and Certifications

A valid Florida Driver’s License is required.

Plans Examiner I: Must be able to secure a provisional Building Plans Examiner license within 120 days of hire and a standard Building Plans Examiner license within 12 months of hire, both issued by the Florida Building Code Administrators and Inspectors Board.

Plans Examiner II: A current Standard Plans Examiner License issued under Chapter 468 of the Florida Statutes is required.

Plans Examiner III: A current Standard Plans Examiner License issued under Chapter 468 of the Florida Statutes is required.
