Role overview

This position sits within the Education Policy Branch under the Planning Division. The officer will help shape, assess, and put into practice major education policies and reform initiatives that support the Ministry of Education’s work across the general education landscape.

Key work areas

  • Develop and examine cross-functional education policies covering areas such as the design of the education system, including secondary education reform, school governance, compulsory education, stakeholder groups such as students who need additional support or those with higher ability, sector growth areas like special education schools and student care centres, and language policy.
  • Support Political Office Holders and senior leaders with policy proposals and speech materials, and contribute to major internal and public communication events such as the annual Committee of Supply Debate and the Work Plan Seminar.
  • Work with MOE headquarters divisions and external partners to gather insights from the ground, interpret findings, and analyse both qualitative and quantitative information to shape policy advice.
  • Plan and coordinate ministry-wide strategic and corporate planning efforts, while partnering other agencies to maintain alignment across government.

What the ministry is looking for

  • Strong interest in improving the education system and openness to new ideas.
  • Solid analytical ability and a systems-level way of thinking.
  • Clear writing and effective communication skills.
  • Strong people skills and the confidence to work constructively with varied stakeholders.
  • A self-driven, proactive working style.
  • Ability to contribute well within a team environment toward shared outcomes.

Application and medical screening

As part of the hiring process, candidates may be asked to complete a medical examination. The examination will be fully funded by MOE, and further instructions will be provided if required. This screening is only one stage of selection and should not be taken as confirmation of an appointment.
