Job description

Role overview

This position supports the planning, scheduling, and reporting functions for a major programme in Qatar. The role ensures that all planning-related tasks are carried out consistently across the programme to help deliver projects efficiently and in line with requirements.

Key responsibilities

  • Review the current project control systems used for PWA projects and services and assess how they are administered.
  • Recommend practical standards and methods that improve the efficiency of project control processes.
  • Provide guidance to PWA on the most appropriate contract procurement strategy.
  • Build KPI frameworks and an earned value system, then oversee their rollout, monitoring, and reporting to ensure compliance and effectiveness.
  • Coordinate and guide project control staff assigned by contractors, consultants, and PWA departments on designated projects, including the review of submittals and the issuance of recommendations aligned with project and contract terms.
  • Advise the Department/Affair Manager on project control submissions, schedule delays, recovery programmes, and other progress review findings based on contractual provisions.
  • Suggest the best use of people and technology resources, including arranging training for staff on project controls software, tools, credentials, and related digital processes when needed.
  • Assess and report on the performance and effectiveness of consultants, project managers, and contractors against contractual obligations and accepted professional standards.
  • Examine contractor claims that require specialist input whenever necessary.

Candidate profile

The ideal candidate brings extensive experience in major infrastructure programmes and is comfortable operating in complex environments with multiple stakeholders. Strong leadership, analytical thinking, and the ability to manage planning and process activities are essential.

Mandatory requirements

  • A university degree in engineering or a closely related discipline from a recognized institution.
  • Chartered membership or a professional licence from an internationally recognized professional body.
  • At least 20 years of postgraduate experience, including work on major infrastructure projects or programmes.
  • Preference will be given to candidates with roads, aviation, structures, or rail experience.
  • At least 10 years in a similar role.
  • At least 5 years of experience in Qatar and/or the Gulf region.
  • Strong written and spoken English communication skills.

Desirable requirements

  • A master’s degree in a relevant field.
  • Strong written and spoken Arabic communication skills.
  • Exposure to business analytics and big data.

Skills and competencies

  • Proven delivery experience on large multidisciplinary projects.
  • Advanced use of Primavera P6 and MS Office.
  • Solid understanding of planning and scheduling for roads and infrastructure projects.
  • Familiarity with modern planning tools and techniques.
  • Experience with risk management tools and techniques such as Predict.
  • Prior experience working with consultant or client organisations.
  • Knowledge of extension of time claim analysis.
  • Strong leadership with the ability to mobilize teams and drive delivery.
  • Ability to build effective working relationships in complex stakeholder environments.
