About the Role

This position is based at Cascadia Health's Lloyd Corporate Plaza in NE Portland, Oregon, operating Monday through Friday, from 8:30 a.m. to 5:00 p.m. The Recruiter position is part of the People and Culture Department, collaborating closely with the Recruitment Manager and hiring managers. The role involves managing recruitment processes in a trauma-informed care setting, supporting recruitment efforts to fill vacant roles efficiently while maintaining departmental staffing levels. This role is specifically involved with staffing Mental Health Aides for residential treatment programs.

Responsibilities

  • Manage recruitment activities including sourcing, screening candidates, performing interviews as needed, conducting reference checks, negotiating and extending job offers.
  • Coordinate interview schedules and track applicants for specific roles, posting openings internally and on external career platforms.
  • Use an Applicant Tracking System (ATS) to manage job postings and candidate pipelines.
  • Maintain communication with candidates, hiring managers, and People and Culture staff regarding recruitment progress.
  • Represent Cascadia at community events and career fairs to promote the organization as an employer of choice.
  • Collaborate within the People and Culture team to develop recruiting plans and strategies, partnering with hiring managers to discover new recruitment opportunities.
  • Prepare recruitment reports upon request and assist in policy interpretation and compliance with workplace regulations.
  • Support other People and Culture team members and participate in team-building initiatives.
  • Oversee pre-employment procedures such as background checks, driver eligibility, fingerprinting, and new hire paperwork coordination.
  • Provide training on recruitment processes, ATS usage, and workflow tracking.
  • Continuously evaluate workload methods to improve service efficiency.
  • Contribute to People and Culture department development, recommending procedural enhancements.
  • Attend meetings and training sessions, meet annual training requirements, and perform other duties as assigned.

Qualifications

  • Preferred: Bachelor's degree in Human Resources or related field and/or HR certification.
  • Required: Minimum two years of experience in full-cycle recruiting, hiring, and retention or two years' experience working within a residential treatment setting.
  • Preferred experience includes human resources roles, familiarity with HRIS and ATS systems like Workday, and recruitment for nonprofits or healthcare organizations.
  • Background in residential programs or direct service roles such as Mental Health Aide or supervisory positions is strongly preferred, especially internal Cascadia experience.
  • Proficient in HR software, MS Office (notably Excel), data entry, analysis, and reporting.
  • Knowledge and compliance ability regarding personnel policies, employment laws, and workplace standards.
  • Possession of a valid driver's license with a clean record preferred, with the ability to travel to multiple sites and community locations as required.

Working Conditions

The role is primarily based in the office with significant community engagement for events and recruitment activities. Standard business hours apply, although flexibility may be needed for agency coverage and People and Culture business. The job demands strong multitasking and confidentiality as it involves handling sensitive employee information. Physical aspects include extended computer use and attending external events.

Compensation

The annual salary range offered is between $70,331 and $75,355 USD.
