About the Role
We are seeking a seasoned Payroll Manager to oversee comprehensive payroll activities at UCC Holding in Doha, Qatar. This position demands managing precise, timely, and compliant payroll processes across multiple entities, in line with payroll regulations in both Qatar and Kazakhstan, along with internal governance standards.
Key Responsibilities
- Oversee the full monthly payroll process, including gathering inputs, validation, processing, securing approvals, disbursing payments, and submitting WPS.
- Administer payroll elements such as salaries, allowances, deductions, overtime, arrears, bonuses, leave settlements, and end-of-service benefits.
- Maintain compliance with Qatar's payroll regulations, including the Wage Protection System, QFC obligations, and other statutory contributions.
- Ensure Kazakhstan payroll compliance regarding income taxes, pension contributions, social security, and required statutory reporting.
- Implement and uphold payroll controls, approval protocols, audit trails, and compliance procedures.
- Coordinate payroll reconciliations with Finance and assist with payroll accounting, including accruals and provisions.
- Lead payroll transition initiatives, covering system migrations, concurrent payroll runs, and data verification activities.
- Provide support for internal and external audits, statutory inspections, and regulatory assessments.
- Protect confidentiality and safeguard employee payroll data rigorously.
- Address and resolve employee payroll inquiries promptly.
Requirements
- Bachelor’s degree in Accounting, Finance, or related fields.
- At least 8 years of direct payroll experience managing multi-entity payrolls.
- Proven hands-on experience with Qatar WPS payroll is essential.
- Familiarity with Kazakhstan or broader CIS payroll and tax regulations is an important advantage.
- Experience using ERP payroll systems like SAP, Oracle, 1C, or comparable platforms.
- Preferred professional certifications include CIPP, ACCA, CMA, or similar credentials.
- In-depth understanding of payroll controls, compliance frameworks, payroll accounting, and audit standards.
- Advanced proficiency in Excel, emphasizing accuracy and meticulousness.
- Demonstrated high integrity, confidentiality, and capability to work within tight monthly deadlines.
- Fluent English required; Russian proficiency is necessary for communication with Kazakhstan stakeholders.
