Role overview

Aneurin Bevan University Health Board is seeking an organised and enthusiastic Organisational Development Co-ordinator to join the Workforce & Organisational Development team on a 12-month maternity cover assignment. The role sits at the centre of the OD function and supports learning and development activity for more than 16,000 staff across the Health Board.

You will help keep the learning systems running effectively, serving as the team’s specialist administrator for Electronic Staff Record (ESR) and Oracle Learning Management (OLM), while also supporting colleagues across the organisation to use learning tools and services with confidence.

In addition to system support, the post includes coordination and administrative support for a range of OD programmes and projects. This will involve producing clear learning communications, working with data to support service improvement, and contributing to work that improves the staff experience and the services delivered to people in Gwent.

The team is looking for someone who is proactive, comfortable with digital systems, highly organised, and able to balance changing priorities while spotting ways to improve how things are done.

Main duties

This position provides the administrative and coordination backbone that helps the OD function operate efficiently. The work requires planning ahead, coordinating closely with team members and stakeholders, and regularly reordering priorities to respond to both planned work and new demands.

You will take responsibility for ESR and the OLM module, including acting as the team expert when issues arise. The role also involves creating attractive learning and promotional materials, producing and interpreting data, and helping to identify and implement changes that improve efficiency and effectiveness.

Qualifications

  • A CQFW Level 4 qualification, or an equivalent level of demonstrable knowledge and experience, is required.
  • Recent continuing professional development relevant to the Organisational Development team is desirable.

Experience and technical knowledge

  • Strong working knowledge of ESR and OLM, including creating courses, offerings and classes.
  • Experience setting up and recording learning pathways in ESR for appropriate staffing groups.
  • Ability to advise and train colleagues and wider teams on system use.
  • Experience recording learner attendance and non-attendance, and handling competency creation, application and reporting.
  • Understanding of NHS Wales eLearning.
  • Confident communication skills for written, telephone and face-to-face interaction with colleagues and stakeholders at all levels.
  • Ability to provide high-quality customer service to internal and external users.
  • Proven ability to deliver strong administrative support to a busy team.
  • Capability to work on your own when needed, without direct supervision.
  • Experience using online databases, ideally Oracle or similar IT systems.
  • Ability to produce data reports and analyse information to identify issues and trends.
  • Competent use of Microsoft Outlook, Word, Excel and PowerPoint.
  • Experience in the NHS is desirable.
  • Project management experience is desirable.
  • Experience administering a teaching or training service is desirable.
  • Experience writing web pages, preferably in Cascade, is desirable.

  • Ability to travel between ABUHB sites for work, and occasionally elsewhere within NHS Wales or nationally for meetings or events.
  • Ability to speak Welsh at Level 2 is desirable.

The salary scale for a Band 3 role has been updated as part of the NHS Agenda for Change pay award for 2026/2027 and will be introduced in August 2026, backdated to 01 April 2026 where applicable.
