Role Summary

The Operations Specialist will deliver advanced operational support and commercial administration across projects. The position is responsible for keeping contractual commitments, financial processes, and compliance obligations on track throughout the project lifecycle. It also serves as an important link between project teams, clients when needed, and internal departments such as Finance, HR, and Legal.

Key Responsibilities

The role covers financial administration, project setup, contract support, documentation control, and coordination with internal and external stakeholders.

  • Handle project financial administration, including preparing invoices, reviewing them, submitting them, and following up on payments.
  • Support the launch of new projects by leading the kick-off phase, coordinating insurance, bonds, and other required starter documents, and aligning with stakeholders to ensure readiness.
  • Oversee the full secondment process, including recruitment support, CV review, and mobilization and demobilization requests such as PAAFs, ATMs, and ATDs.
  • Manage the complete invoicing cycle, from preparation and review to submission and payment follow-up.
  • Prepare, review, and approve timesheets, and assist with invoice drafting, checking, submission, and payment tracking.
  • Support technical submissions for new projects until teams are fully deployed.
  • Coordinate issuance and renewal of both general and project-specific insurance policies.
  • Track, arrange, and manage performance bonds and guarantees, including issuance, cancellation, or retrieval in coordination with Finance and in line with contract terms.
  • Assist project teams in preparing Contract Project Review presentations.
  • Draft letters, memoranda, formal correspondence, and maintain project trackers and dashboards.
  • Lead the preparation, review, and signing process for consultancy contracts, sub-consultancy agreements, and inter-company agreements.

Requirements

  • A bachelor’s degree in a construction-related field is required.
  • At least 7 years of experience in operations or project coordination within engineering consultancy or the construction sector.
  • Professional fluency in both Arabic and English is essential.
  • Strong working knowledge of MS Office tools, including Excel, Word, and PowerPoint.
  • Experience using ERP systems.
  • Excellent organization and time-management abilities, with a strong eye for detail in document handling.
  • Effective communication skills and the ability to prepare polished correspondence for internal and external audiences.
  • Capability to control document versions during review and approval workflows.
  • Good understanding of consultancy contracts, sub-consultancy agreements, and inter-company agreements.
