About the Role

The Inter-American Development Bank (IDB) Group seeks a motivated and detail-focused Operations Analyst to contribute to the execution and oversight of development projects in Jamaica. This position involves collaboration with Sector and Fiduciary Specialists to ensure projects align with the Bank’s strategic goals as well as Jamaica's development needs.

Based in the Country Office in Jamaica within the Country Caribbean Department (CCB), the role supports country strategy promotion, programming, and capacity-building initiatives. It also ensures smooth project processing, negotiation, administration, and fosters strong relationships with member countries while managing the use of Bank funds and parallel financing agreements.

Key Responsibilities

  • Provide effective support for loan and technical cooperation operations, ensuring alignment with the Country Strategy using IDB tools and policies.
  • Analyze and communicate sectoral impacts of IDBG-financed operations by utilizing institutional data and knowledge.
  • Assist in drafting project profiles and operational plans for technical cooperation efforts.
  • Organize project start-up workshops focused on results and propose training activities to enhance Executing Units’ proficiency with IDB tools.
  • Employ predictive monitoring methods to oversee activities, processes, and procurements, identifying risks and informing Team Leaders and the Chief of Operations.
  • Facilitate timely preparation and collection of data for Project Completion Reports and manage project closure workshops.
  • Maintain relevant IDB certifications and assist in conducting workshops and capacity assessments for Executing Units.
  • Coordinate with internal units to expedite support, reduce procedural delays, and review compliance of terms of reference, procurement documents, and contracts with Bank policies.
  • Perform periodic evaluations and follow-up on recommendations from the Office of Evaluation and Oversight.
  • Support coordination among IDB teams, executing agencies, and other stakeholders involved in operations.

Qualifications and Experience

  • Master's degree in Economics, Engineering, Business Administration, or relevant fields related to the job’s responsibilities.
  • Minimum five years experience in comparable roles, especially managing public sector projects funded by local or international entities.
  • Familiarity with national procurement rules and preferably regulations of Multilateral Financial Institutions or Bilateral Cooperation Agencies.
  • Strong skills in data analysis and visualization, with proficiency in tools such as Power BI or Tableau considered highly beneficial.
  • Fluency in English required.

  • Applicant must be a citizen of one of the IDB's 48 member countries and legally allowed to work in Jamaica without sponsorship.
  • No close family ties (up to fourth degree of consanguinity or second degree of affinity, including spouse) with current employees of the IDB, IDB Invest, or IDB Lab.

Contract and Terms

This is a full-time national consultant position initially contracted for 12 months, with a possibility of extension up to 48 months, subject to eligibility.
