Job description

Role overview

This opportunity is offered through a hiring partner that oversees the application review and next steps. The employer is seeking an Operations and Policy Analyst in the United States to help keep public programs and tax systems running accurately, efficiently, and in line with changing legal requirements.

The role combines policy interpretation, operational analysis, systems thinking, and coordination across business and technology teams. You will help connect program needs with technical delivery so system updates are clearly defined, tested, and launched successfully.

A major part of the position involves reviewing automated processes, spotting problems, and supporting ongoing improvements in tax-related platforms. The work is part of a structured, collaborative, mission-focused environment centered on public service and operational performance.

Your contribution will directly support the accuracy and effectiveness of important state revenue operations.

Key responsibilities

  • Review automated systems to find issues that affect accuracy, efficiency, or functionality in tax-processing workflows.
  • Work with business and IT teams to plan, validate, and prepare system changes for production.
  • Assess proposed legislation and determine how it may affect operations, finances, systems, and administrative procedures.
  • Convert business needs and policy requirements into system specifications and practical technical enhancements.
  • Assist with testing by building test scenarios, validating outcomes, and confirming that implemented solutions meet expectations.
  • Recognize training needs and explain system updates clearly to internal users and stakeholders.
  • Track system problems and improvement opportunities to support continuous program optimization.

Requirements

  • A bachelor’s degree in Business, Public Administration, Social Sciences, Finance, Political Science, or a related discipline; or an equivalent mix of education and experience totaling about 5 years.
  • Background in analytical, evaluative, or planning work tied to complex systems or programs.
  • Ability to review legislation, understand policy consequences, and assess resulting operational or system changes.
  • Hands-on experience with system testing, including test case development, validation, and collaboration with technical teams.
  • Strong written and verbal communication skills for explaining complex policy and system matters to varied audiences.
  • Comfort working across IT, leadership, and program teams in a structured setting.
  • Excellent organization and prioritization skills, with the ability to manage work and produce high-quality analysis.

Benefits and compensation

The monthly pay range for this role is $5,458 to $8,352.

  • Medical, dental, and vision insurance coverage
  • Public pension and retirement benefits
  • Paid holidays, vacation time, sick leave, and personal business days
  • Optional life insurance, disability coverage, and flexible spending accounts
  • Deferred compensation savings program
  • Stable public-sector environment with a mission-driven focus
  • Hybrid work access for Oregon candidates who are based in the state
