Job Overview

Penspen is seeking an experienced Safety Officer to join their PMC projects based in Abu Dhabi. The primary responsibility is to ensure compliance with health, safety, and environmental (HSE) protocols on a daily basis while supporting the enforcement of HSE policies in alignment with client specifications, including ADNOC standards, and local regulations. This role involves active monitoring of site operations, recognizing hazards, and fostering a culture of safety on site.

Key Responsibilities

  • Oversee site operations to confirm adherence to HSE procedures and ADNOC safety standards.
  • Carry out routine site inspections and document unsafe conditions or behaviors.
  • Participate in risk assessment processes and verify implementation of safety controls.
  • Manage and enforce the Permit to Work (PTW) system for all high-risk tasks.
  • Supervise activities such as working at heights, lifting, confined space entry, and hot work to ensure safe execution.
  • Lead toolbox talks, induct new personnel on safety, and conduct awareness training sessions.
  • Ensure personal protective equipment (PPE) is properly utilized and safety regulations are followed consistently.
  • Report incidents, near misses, and hazardous situations; support subsequent investigations.
  • Maintain detailed HSE documentation, including reports and records.
  • Collaborate closely with supervisors, workers, and subcontractors regarding safety topics.
  • Assist in organizing and conducting emergency drills and response activities.

Qualifications and Experience

  • Diploma in Engineering is required.
  • A minimum of 10 years’ relevant experience in the Oil & Gas sector, including at least 5 years within the GCC region.
  • At least five years in a similar safety role within major international Oil & Gas or Petrochemical projects.
  • Experience working on Middle East, especially ADNOC projects, is highly preferred.
  • Certifications such as NEBOSH IGC/Diploma, IOSH, or equivalent are essential.
  • Comprehensive understanding of construction safety standards and industry best practices.
  • Strong leadership abilities, effective communication skills, and problem-solving aptitude.
  • Capable of managing activities across multiple contractors and thriving in a dynamic site environment.
