Organizational Overview

The International Federation of Red Cross and Red Crescent Societies (IFRC) represents the world's largest humanitarian network, encompassing 191 National Red Cross and Red Crescent Societies. It executes its Strategy 2030 through response, resilience, and adherence to humanitarian principles including humanity, neutrality, and impartiality. The IFRC maintains a stringent zero-tolerance policy against misconduct such as exploitation, harassment, and financial impropriety, and upholds strict child safeguarding policies. The Central Asia Country Cluster Delegation supports National Societies across Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan, with this role stationed in Tajikistan.

Primary Purpose

This position is accountable for overseeing procurement, logistics, and supply chain operations at the country level, ensuring compliance with IFRC standards and procedures. The incumbent guides program teams on procurement and logistics, collaborates closely with National Society colleagues to facilitate timely and efficient delivery of goods and services, and administers vehicle fleet management and general administrative support for the Country Cluster Delegation.

Key Responsibilities

Procurement and Logistics (70%):

  • Coordinate procurement planning and execution for national and international needs in cooperation with IFRC technical staff and National Society procurement units.
  • Manage sourcing, procurement, and timely delivery of local and international goods and services while ensuring cost-effectiveness.
  • Perform quotation collection, bid comparison, and purchase recommendation preparation; execute authorized supply purchases and organize delivery logistics.
  • Supervise procurement contracts and maintain comprehensive records, tracking performance accordingly.
  • Implement and maintain an up-to-date asset and materials tracking system for all procurements and distributions.
  • Keep current supplier information for frequently purchased items and foster positive relationships with suppliers and inspection agencies.
  • Support country office teams and establish Country Framework Agreements that align with delegation needs.
  • Extend procurement and logistics assistance to other Cluster offices as required.
  • Provide logistical support for organizing events such as meetings, workshops, and trainings.
  • Manage apartment arrangements for international delegates including liaising with agencies, contract preparation, and maintaining contact with property owners.
  • Coordinate printing services for publications.

Driving and Administrative Duties (30%):

  • Offer transport services for the Country Delegation as requested, adhering strictly to traffic regulations in Tajikistan and other Central Asian nations when necessary.
  • Conduct daily vehicle inspections covering diesel, oil, water, brake fluid, filters, lights, indicators, tires, and wipers, documenting findings and reporting defects immediately.
  • Maintain vehicle logbooks, prepare monthly vehicle reports, and manage vehicle fleet system data input.
  • Ensure cleanliness and good working condition of assigned vehicles, safeguarding tools, spare parts, passengers, and Federation property.
  • Availability to work beyond standard hours and travel domestically with IFRC staff when required.
  • Facilitate airport receptions for official visitors as directed.
  • Manage advances for travel-related costs, ensure proper finance reporting, and reconcile fuel invoices monthly.
  • Oversee annual vehicle registration with the Ministry of Foreign Affairs and coordinate driving tests for IFRC and local personnel.
  • Support visa, accommodation, and travel arrangements for visitors and staff, including flight ticket preparation based on approved travel orders.
  • Handle registrations of local staff and visitors with relevant government departments, and coordinate with the Ministry of Foreign Affairs on office-related issues.
  • Process invoice entries into the IFRC finance system.

Required Qualifications and Experience

  • University degree in a relevant discipline.
  • 3 to 5 years of relevant work experience, including at least 2 years in procurement or logistics roles.
  • Experience with local procurement procedures, supplier relationship management, and procurement documentation.
  • At least 5 years of driving experience with a valid international driving license for manual transmission and a clean driving record.

Preferred Qualifications and Experience

  • Technical qualifications or training in relevant fields are advantageous.
  • Background working with the Red Cross/Red Crescent Movement or humanitarian/non-governmental organizations.

Skills and Competencies

  • Sound knowledge of procurement and supply chain management principles.
  • Understanding of compliance, accountability, and internal controls.
  • Ability to prioritize and manage competing deadlines effectively.
  • Proficiency with Microsoft Office suite, particularly Excel.
  • Strong communication skills and effective collaboration within teams.
  • Competence in digital communication, content creation, digital safety, data literacy, and technology problem-solving, including responsible AI use.
  • Commitment to IFRC’s mission and values.
  • Fluency in spoken and written English and Tajik; knowledge of French, Spanish, or Arabic is a plus.
