Job description
About the Company
Bilibili is a leading video community for younger audiences in China. Founded in 2009, it started as a niche ACG-focused community and has grown into a broad video platform covering areas such as lifestyle, knowledge, technology, fashion, and more. Its signature “danmaku” interaction style has helped build a highly engaged and loyal user base that not only watches content, but also actively connects with creators and other users.
As part of its global growth plan, Bilibili is launching a new office in Singapore. This site will serve as an important base for Southeast Asia, helping the company connect more effectively with local users, creators, and partners. The goal is to bring Bilibili’s dynamic content ecosystem to the region while also supporting local creative talent and cultural exchange.
Role Overview
The company is building its Singapore office from the ground up and is looking for a hands-on Office and HR Operations Manager to lead core administration setup and daily operations while providing focused HR and office support. As a key member of the founding team, you will establish office processes, coordinate with China and global cross-functional teams, and help create a solid foundation for the office’s long-term growth. This role is the central coordinator for end-to-end office operations.
Responsibilities
- Set up the Singapore office from the initial stage and oversee its ongoing day-to-day administration.
- Manage end-to-end office operations, including action tracking, visitor reception, and other general administrative tasks.
- Support senior leaders with local settling-in needs and essential on-the-ground coordination.
- Build and improve office SOPs, while handling budgets, expense control, invoice checks, and reimbursement reviews.
- Assist with HR operations such as onboarding, offboarding, personnel file maintenance, and updates in HR systems.
- Help organize attendance and payroll-related data, employee engagement activities, and execution of HR policies.
- Work closely with teams across China and global locations to support business projects with administrative and HR assistance.
- Carry out additional administrative and HR-related tasks assigned by management.
Requirements
- Bachelor’s degree or above, with at least 5 years of experience in administration and HR operations.
- Direct experience setting up an office from scratch is mandatory.
- Background in a startup or multinational environment is preferred.
- Strong command of English and Mandarin, both written and spoken, is required for cross-region communication.
- Excellent organizational, multitasking, and problem-solving abilities, with the capacity to work independently in a fast-paced, pioneering environment.
- Detail-oriented, proactive, outcome-focused, and highly accountable with a hands-on working style.
- Proficient in Microsoft Office, Google Workspace, and basic HR tools.
- Working knowledge of Singapore labor laws and local compliance requirements.
Perks and Benefits
- Opportunity to be a core founding member and help build Bilibili’s Singapore office from the ground up with significant autonomy.
- Room to shape office systems and culture from an early stage, with flexibility to improve workflows.
- Exposure to an energetic, inclusive international team and collaboration with China/global teams on business initiatives.
- Strong opportunities for career development and cross-regional experience.
- A team culture that values innovation, initiative, and collaboration.
Additional Information
This position is based in Singapore and is a full-time, onsite role. The hiring team is specifically seeking someone who can support the early-stage buildout of a new office and operate as a generalist administrator and HR operations partner.
Experience building a workplace from zero to one is a core requirement for this role.
