Role Overview
Reporting to the Senior Manager of Capital Projects and Engineering, the Municipal Drainage Superintendent oversees all drainage activities governed by the Ontario Drainage Act. This role manages maintenance, repairs, and enhancements of municipal drainage systems on behalf of landowners who utilize and fund these infrastructures. Additionally, this position fulfills responsibilities as the Municipal Weed Inspector under the Weed Control Act and supports various capital works projects through inspection services. A strong emphasis on delivering excellent customer service by assessing and resolving drainage concerns is central to this role.
Primary Responsibilities
- Engage and coordinate with landowners affected by drainage projects, managing all procedural meetings mandated by the Ontario Drainage Act and guiding stakeholders through project processes.
- Review engineering reports for Council consideration and participate in drafting relevant drainage by-laws.
- Serve as the intermediary between engineers and ratepayers, helping to address and resolve appeals.
- Prepare and monitor Assessment Schedules tied to drainage costs and submit grant applications under the Agricultural Drainage Infrastructure Program to the Ministry.
- Oversee proactive and regular maintenance programs for the Town's Municipal Drain infrastructure.
- Provide technical guidance on the operation and upkeep of flood control structures and conduct onsite inspections during drainage project construction.
- Secure necessary permits and approvals, update drainage apportionments according to the Drainage Act, and ensure appropriate cost recovery.
- Inform affected parties about their responsibilities under Common Law and Statutory Law.
- Supervise contractors performing drainage work, deliver inspection services, and conduct surveys and evaluations of drainage infrastructure.
- Administer the Town’s Phragmites and Invasive Species programs, including weed spraying, to comply with Provincial regulations.
- Investigate reports of noxious weeds, coordinate with landowners on removals, and issue Provincial Orders when required.
- Collaborate with developers and landowners to maintain vegetation on undeveloped properties and address related property standards complaints alongside By-Law officers.
- Provide guidance and conditions to address drainage issues in severances and subdivisions.
- Review and approve Mutual Drain Agreements and advise on site development and subdivision servicing plans.
- Assess Building Permit Applications, lot grading, setbacks, and legal outlets; conduct studies and prepare reports accordingly.
Qualifications and Skills
- Possess a 3-year College Diploma in Civil Engineering or hold equivalent education and/or relevant experience.
- Completion of the Ontario Drainage Superintendent Course with certification.
- Hold a valid Ontario Class ‘G’ driver’s license with a clean driving record.
- Have 3 to 5 years of experience in municipal government work, including inspecting municipal infrastructure.
- Experience applying the Drainage Act and Weed Control Act with proper licensing.
- Proficient in using survey equipment.
- Strong interpersonal, organizational, analytical, communication, planning, presentation, problem-solving, leadership, and supervisory capabilities.
- Well-versed in civil engineering principles and municipal infrastructure.
- Demonstrated competencies in customer service, communication, and teamwork aligned with corporate standards.
- Knowledge of municipal legislation, business practices, and protocols.
- Computer skills with proficiency in MS Office, AutoCAD, GIS Mapping, and CityWorks software.
- Familiarity with construction methods and their applications.
Working Conditions
- Work includes both office tasks and outdoor fieldwork within a 40-hour work week, with requirement to respond to emergency situations or attend evening meetings as necessary.
- Field duties may involve exposure to noise, dust, uneven terrain, and various weather conditions.
- Travel within the municipality is necessary, using either Town or personal vehicles.
Compensation and Additional Information
- Salary range: $81,981 to $115,364 annually, commensurate with experience and education.
