Monitoring and Evaluation Coordinator

Role Overview

The Monitoring and Evaluation (M&E) Coordinator will play a pivotal role in ensuring effective implementation and oversight of M&E systems within humanitarian programs, particularly in the refugee response sector in Uganda. This position requires direct involvement in developing M&E frameworks, facilitating data collection and analysis, supporting program design and adjustment, and building capacity among staff and partners.

Key Responsibilities

• Ensure compliance with organizational policies and procedures related to M&E activities.
• Support development and operationalization of M&E systems, including standard operating procedures, guidance, and tools.
• Engage in program design discussions by contributing to theory of change, logical framework creation, and M&E budgeting.
• Assist program teams in planning and execution of M&E tasks including data collection methodologies and data management processes.
• Oversee dissemination and application of evaluation results and monitoring data to inform program development and modifications.
• Promote organizational learning by delivering analysis reports and highlighting lessons learned.
• Provide mentorship and supervision to M&E personnel and collaborate on staffing needs and resourcing plans.
• Maintain and continuously improve M&E systems, benchmarks, and tools such as indicator protocols and performance tracking matrices.
• Ensure production of timely, accurate quantitative reports with high data quality standards for both internal stakeholders and donors.
• Lead analytical reporting efforts and support periodic grant reviews to inform program adaptations.
• Organize and facilitate capacity building and technical training workshops for program and M&E staff.
• Offer on-site technical support focused on data management, quality reporting, and organizational learning.
• Support and train field staff on digital data collection techniques using standardized tools.
• Work closely with partner organizations to ensure quality and timely reporting aligned with donor requirements.
• Contribute actively in project planning, review meetings and advocate use of M&E data in strategic decision-making.
• Promote adherence to safe and inclusive programming principles, manage reporting of concerns confidentially and ensure a secure environment for stakeholders.

Qualifications and Experience

• Bachelor's degree in Statistics, Social Sciences or related discipline; postgraduate diploma in M&E is advantageous.
• At least 5 years' experience in international NGOs, preferably in emergency or post-conflict contexts, with a strong focus on M&E system development.
• Expertise in both quantitative and qualitative M&E methods applicable to relief and development programs.
• Proficiency in data analysis software such as SPSS, STATA, Epi Info, or R, plus advanced MS Office skills.
• Demonstrable ability to transfer knowledge via training, mentoring, and diverse capacity-building approaches.
• Excellent English communication skills, both written and verbal.
• In-depth knowledge of Uganda’s humanitarian landscape, particularly in refugee response across West Nile, Kampala and Southwest regions.
• Demonstrated resilience, adaptability, and ability to work effectively in fast-paced environments.
• Strong interpersonal, organizational, and cultural sensitivity skills.
• Familiarity with NGO operational frameworks and humanitarian dynamics is a plus.
