Contract Overview

This contract role focuses on Marine Shipping and Response Coordination under the Central Coast Indigenous Resource Alliance (CCIRA). The position is remote, suitable for candidates living near Vancouver or Vancouver Island, but includes some travel to the Central Coast region. The contract period is from August 1, 2026, to September 1, 2027, with an estimated commitment of 37.5 hours per week and a total contract value of $75,000.

About CCIRA

The Central Coast Indigenous Resource Alliance represents the Heiltsuk, Kitasoo Xai'xais, Nuxalk, and Wuikinuxv Nations, supporting marine stewardship and resource management driven by Nation priorities. Their work emphasizes long-term Nation capacity, self-determination, and respectful collaboration following cultural safety and confidentiality principles.

Scope and Responsibilities

  • Facilitate Central Coast Nations’ engagement in marine shipping and response initiatives at regional and subregional levels, supporting collective decision-making processes.
  • Oversee tracking and monitoring of tri-partite marine shipping and response workplans involving Nations, BC, and federal entities; provide progress updates and strategic recommendations.
  • Engage with Indigenous Nations, government representatives, technical staff, and contractors involved in marine governance and response initiatives.
  • Co-chair the Central Coast Sub-Regional ORFA Steering Committee, aiding First Nations coordination on Oceans Reconciliation Framework Agreement and Oceans Protection Plan initiatives.
  • Plan and coordinate marine response training, workshops, and exercises with Nations and partners.
  • Prepare meeting materials, conduct relevant research, draft summaries, agendas, presentations, and facilitate collaborative discussions.
  • Assist with program reporting, administration, progress tracking, and financial oversight related to Nations’ project spending.
  • Support capacity-building of Nation technical teams through mentorship and technical collaboration.
  • Collaborate with other CCIRA contractors on communications materials and ensure alignment of projects with overarching CCIRA initiatives.

Working Conditions & Requirements

  • The contractor independently manages service delivery timelines, confidentiality, Nation protocols, and CCIRA standards.
  • Timely communication regarding progress, risks, and decision points is essential.
  • Travel requires prior approval and adherence to CCIRA’s policies; appropriate vehicle insurance is mandatory if vehicle use is involved.
  • The contractor cannot represent or bind CCIRA without explicit authorization.

Qualifications

  • Experience in marine shipping and response coordination relevant to Indigenous governance contexts.
  • Proven respectful engagement with Indigenous Nations, related organizations, and governance partners.
  • Strong organizational, coordination, and follow-through skills.
  • Effective written communication capabilities for producing clear reports, summaries, and briefing documents.
  • Good judgment to manage risks, confidentiality, and information gaps; seeks guidance when necessary.
  • Ability to work autonomously in a remote environment while fostering a collaborative culture.
  • Familiarity with tools such as Microsoft 365, Teams, SharePoint, Zoom, and Slack.
  • Compliance with insurance, WorkSafeBC registration, criminal record checks, and other professional requirements as specified by CCIRA.

Contractor Responsibilities

  • Manage own taxes, expenses, equipment, and professional liabilities unless stated otherwise.
  • May provide services to other clients if no conflicts with CCIRA obligations arise.
  • Use of subcontractors requires prior written approval by CCIRA and must meet confidentiality and quality standards.
  • Provide proof of professional liability insurance ($2,000,000 minimum) and WorkSafeBC documentation before starting services.
  • Submit business registration details and clear criminal record checks when applicable.
