The Singapore Global Network (SGN), a department within EDB, focuses on building and invigorating a robust, global ecosystem comprised of overseas Family, Friends, and Fans (3F) of Singapore. SGN coordinates government-wide efforts to strengthen networks whose skills and influence reinforce Singapore’s connectivity and reputation worldwide.
The Strategy, Planning and Analytics (SPA) team leads SGN’s guiding strategy, work-planning, and data analysis activities. The Manager/Senior Manager role entails collaborating with SGN colleagues to design and execute strategies enhancing community and diaspora engagement. This includes partnering with various stakeholders to craft workplans, monitor key performance indicators (KPIs), and maintain foresight through research and data-driven insights to guide decision-making.
Key Responsibilities
- Perform needs and strategic priority analyses jointly with stakeholders to detect improvement opportunities for SGN.
- Lead research or thought leadership projects on emerging trends that impact SGN’s mandate, proposing practical interventions.
- Convert strategic insights into measurable goals, objectives and actionable plans to refine SGN’s initiatives and positioning.
- Collaborate with other government bodies on policy and strategy aspects influencing SGN.
- Manage SGN’s corporate planning, including developing and monitoring workplans and KPIs, and evaluating organizational performance.
- Identify causes of performance shortfalls and recommend corrective actions.
- Handle secretariat responsibilities for SGN Steering Committee meetings and SGN’s representation in inter-agency government forums.
- Work closely with diverse internal and external stakeholders to co-create productive results.
- Create and maintain analytic dashboards and reports that support management in tracking performance and interpreting data.
- Analyze datasets to generate actionable insights driving organizational improvements.
- Initiate and implement data analytics or science projects in collaboration with SGN, EDB, and other government partners.
- Develop and execute strategies to ensure high data quality and effective management practices.
Candidate Profile
- Minimum 2 years of professional experience relevant to strategy or corporate planning roles.
- Excellent analytical skills, capable of integrating diverse data and applying structured frameworks for discussion facilitation.
- Intellectual curiosity with a commitment to exploring new ideas and viewpoints through engagement.
- Expertise in logically constructing and validating arguments supported by testable hypotheses and data.
- Proven influence skills to motivate stakeholders in advancing strategic enhancements and organizational change while being mindful of organizational culture.
- Proficient in qualitative and quantitative data analysis using tools like Microsoft Excel, Python, R, or Tableau.
- Strong competency in project and stakeholder management.
- Outstanding communication abilities, both verbal and written.
- Collaborative team player with a positive mindset and strong dedication to work ethics.
- Self-driven, adaptable to unstructured settings and flexible in roles, demonstrating ownership and accountability over projects and deliverables.
- Must be a Singaporean citizen.
