Role overview

The Smart Nation Group – Digital Government (SNDG), under the administrative umbrella of the Ministry of Digital Development and Information (MDDI), supports Singapore’s digital transformation agenda. The team develops and executes strategies and policy directions that help build a digital government that is digitally native and citizen-centric, secure, and resilient.

Within this setup, the Workforce Policies and Practices (WPP) team is responsible for HR policies and practices that strengthen the career value proposition for the Government Information and Communications Technology & Smart Systems (ICT&SS) workforce. The aim is to help the Government attract and keep a meaningful share of digital talent so public sector digitalisation can advance effectively.

What the role focuses on

This position is centred on Total Rewards for the Government ICT&SS sector. You will work closely with agencies that have significant technology workforces to keep centrally governed frameworks, policies, and practices aligned with market realities and sector needs.

  • Build and refresh centrally managed compensation tools for the Government ICT&SS sector, including the structure and governance of compensation mechanisms and the competency standards used to inform hiring and raise workforce capability.
  • Lead salary benchmarking efforts for the Government ICT&SS sector so that remuneration for the technology workforce stays competitive.

What we are looking for

We are looking for a motivated professional who can combine HR policy knowledge with analytical thinking and stakeholder engagement.

  • At least 5 to 8 years of HR experience, with exposure to total rewards review and management preferred.
  • Some understanding of digital technologies is required; experience in the tech sector or deeper familiarity with digital technologies and their use in the Public Service will be an advantage.
  • Strong command of Microsoft Excel.
  • Sound business acumen, with the ability to quickly understand organisational priorities, sector drivers, opportunities, and risks.
  • Ability to work with data and turn analysis into practical recommendations using suitable tools and methods.
  • Strong writing, speaking, and interpersonal skills to work with a broad range of internal and external stakeholders, including cross-agency and inter-departmental partners.
  • Integrity, teamwork, and a service mindset, with willingness to go the extra mile while acting with empathy and respect.
  • Commitment to contributing to Singapore’s Smart Nation vision.
  • Dependable, proactive, resourceful, and able to approach issues with agility.
  • Comfort working independently while managing several concurrent workstreams.
  • Careful, detail-oriented, and meticulous in execution.
