Manager Investment and Budget Strategy

Role overview

The Ministry of Health New Zealand is looking for a permanent, Wellington-based Manager Investment and Budget Strategy to join its Investment and Funding Strategy team within the wider Strategy and Policy Group.

In this role, you will help shape the direction of the health system by leading budget and investment advice that supports better health outcomes for New Zealand. You will work closely with a small, collaborative team and contribute to policy leadership across the health sector.

What the role involves

You will guide a team of 7 and take ownership of advice related to funding, investment, and the annual Budget process for Vote Health. The position also involves reviewing major funding settings that influence health expenditure and helping inform decisions on where investment should be directed.

• Oversee the Budget process for Vote Health.
• Prepare recommendations for the Minister of Health on funding sustainability and investment priorities.
• Lead detailed assessments of value for money and readiness for investment.
• Shape, drive, and track strategic work that supports Ministry goals.
• Build strong working relationships across government and the wider health sector.
• Support team capability through mentoring, coaching, and development.
• Track emerging risks and keep senior leaders informed with clear, timely communication.

Experience and strengths sought

The Ministry is seeking someone with a strong background in policy leadership, public sector finance, and government budgeting. The successful candidate will need to communicate complex issues clearly, influence decision-makers, and work effectively with a wide range of stakeholders.

• Background in leading a policy team and directing high-quality policy analysis and advice.
• Working knowledge of public service finance and the government Budget cycle.
• Strong communication skills for ministerial and senior decision-maker audiences.
• Excellent writing ability with the confidence to translate complex health policy into clear, practical advice.
• Proven ability to build relationships, collaborate, and influence outcomes through stakeholder engagement.
• Leadership capability grounded in integrity, openness, purpose, and public service values.
• Understanding of equity in policy development and the ability to embed equity into strategy and investment frameworks.
