Overview
Durham Community Health Centre (DCHC), a charitable organization focused on accessible and equitable healthcare services for diverse communities in Durham, is seeking a Manager for Enterprise Performance & Strategic Initiatives. This full-time permanent role, based in Oshawa, Ontario, offers a salary between $80,000 and $90,000 plus group benefits and pension. The position reports to the Director of Enterprise Performance, Evaluation and Strategic Initiatives and includes supervising a team of four.

DCHC provides integrated primary care and wellness services to priority populations such as Indigenous people, Black communities, 2SLGBTQI+ individuals, newcomers, seniors, and those without a family doctor. The organization focuses on client-centered care through an interprofessional team including healthcare and administrative professionals.
Role Purpose
This leadership position drives a data-centric culture for continuous quality improvement and performance measurement throughout the organization. The manager coordinates enterprise-wide and program-specific performance metrics and quality improvement initiatives, aligning them with organizational strategic goals and service delivery enhancements.
Key Responsibilities
- Develop and maintain a comprehensive framework for organization-wide performance measurement supporting data-informed decisions and ongoing quality enhancements.
- Lead KPI development, data collection, and reporting aligned with strategic, operational, and quality improvement aims.
- Ensure data governance and integrity to maintain reliable and consistent performance data.
- Support DCHC's quality improvement framework and accreditation compliance to uphold healthcare standards.
- Analyze trends and forecast data to guide organizational planning and risk management.
- Collaborate on creation of performance scorecards for tracking strategic initiatives and informing leadership.
- Work with IT and analytics teams to improve business intelligence tools, including dashboards and automation.
- Assist leadership in change management and ensure effective adoption of evidence-based strategies in operational planning.
- Provide training on performance measurement and quality improvement best practices.
- Design and implement strategic initiatives to enhance community impact, patient experience, and organizational sustainability, including key projects like the East Region Virtual Care Clinic and Youth Wellness Hub.
- Lead knowledge mobilization efforts such as developing a Learning Hub curriculum to support healthcare education across clinical and wellness domains.
- Identify opportunities for DCHC to serve as a teaching site for future healthcare practitioners.
Qualifications
- Bachelor's degree in Health Care Management, Public Health, Epidemiology, Business Administration, or related field; Master's degree considered an asset.
- Minimum of 5 years’ experience in enterprise performance, quality improvement, program evaluation, or strategic program execution.
- Proven leadership in enterprise-wide projects and quality improvement methods like PDSA, Lean, Six Sigma, and change management frameworks.
- Strong analytical and data visualization capabilities.
- Experienced manager with mentorship skills and the ability to drive organizational change across various levels.
- Excellent communication skills for diverse audiences and complex information presentation.
- Organizational excellence with exceptional project management and multitasking abilities.
- Knowledge of Ontario’s health system transformation is a plus.
Additional Information
- This is a non-bargaining unit, permanent role with a standard 35-hour workweek, Monday to Friday.
