The Listening, Monitoring, and Evaluation (LM&E) Specialist is a key role within HOPE's LM&E department. This position supports all programs and departments by leading impact evaluations and enhancing stakeholder engagement to improve service delivery. The specialist will manage LM&E initiatives, provide technical advice, and cultivate staff capabilities across the global HOPE network.
Key Responsibilities
- Advance HOPE International’s mission and vision by integrating LM&E efforts aligned with organizational goals.
- Oversee the design, implementation, and refinement of listening, monitoring, and evaluation projects.
- Create and maintain comprehensive project plans, timelines, risk mitigation strategies, and communication with stakeholders.
- Manage the administration of HOPE Quotient and other evaluations to ensure quality, timeliness, and alignment with stakeholders.
- Adhere to best practices ensuring data quality, ethical standards, and culturally responsive research methods.
- Provide technical leadership as an advisor and mentor to LM&E advisors and interdisciplinary teams.
- Drive innovation in survey design, stakeholder engagement, and quantitative/qualitative data analysis techniques.
- Collaborate with departments throughout the feedback process by contributing to design, administration, analysis, and reporting phases.
- Develop and enhance LM&E standards, tools, and frameworks tailored to the network's needs.
- Train and coach LM&E staff and program teams to strengthen their technical capacities and empowerment.
- Perform tasks including questionnaire design, survey tool development, data cleaning, and comprehensive data analysis.
- Prepare clear, actionable reports synthesizing findings for diverse audiences such as program leaders, church partners, community members, and senior leadership.
- Facilitate cooperation among diverse stakeholders across countries and organizational functions.
- Represent LM&E in strategic cross-departmental initiatives.
Required Qualifications and Skills
- Personal Christian faith aligned with HOPE’s vision and mission.
- Bachelor’s degree in economics, development studies, international relations, mathematics, or a related discipline.
- Over seven years of progressive experience in monitoring and evaluation.
- Excellent interpersonal and multicultural communication skills to present data insights effectively to varied audiences.
- Experience working with diverse stakeholder groups globally.
- Strong intellectual curiosity with an analytical mindset focused on understanding and interpreting data thoroughly.
- Expert knowledge of research methodologies and survey design, implementation, analysis, and reporting.
- Adept at culturally responsive research and empathetic listening especially towards field staff involved in data collection.
- Proven enthusiasm and ability to train others and develop their evaluation competencies.
- Advanced verbal and written English proficiency; other languages are a plus.
- Proficiency with Microsoft Office suite and willingness to learn new digital tools.
- Highly self-motivated with solid organizational, time management, and prioritization skills to manage multiple deadlines.
- Detail-oriented and sound judgment with awareness of cultural nuances in survey administration.
- Exceptional communication skills both orally and in writing, including public speaking.
- Demonstrated creativity and aptitude for innovation in processes and problem-solving.
- Willingness and ability to travel up to 60 nights annually.
Additional Details and Conditions
The salary range specified ($58,000 to $67,000) applies to US-based employment, with local salary scales discussed during interviews for other countries. The hiring process may take approximately 120 days and consists of multiple interview rounds including preliminary and face-to-face meetings.
