Role overview
The Crown Lands Division is hiring for current and future openings across a range of locations and contract lengths for Lands Officer I and Lands Officer II roles. These positions support the administration of Crown lands in Newfoundland and Labrador and involve acting as a front-line contact for the public while helping process land-related applications and records.
As a Lands Officer, you will review, register, and move land applications forward so that Crown land is used appropriately and efficiently. The work includes both independent tasks and teamwork to keep files progressing. At the Lands Officer II level, the role also includes leading the intake and review of new applications and helping maintain accuracy across the process.
About the division
Crown lands in Newfoundland and Labrador are managed by the provincial government on behalf of His Majesty in right of Newfoundland and Labrador. The Crown Lands Division has a long history, with formal legislative administration dating back to the 1800s. Its registry and record-keeping systems continue to play an important role in the province’s land administration.
Most Lands Officers are based in regional offices where they support clients and handle the early stages of Crown land applications. Some positions are located in headquarters in Corner Brook and focus more on title issuance, file maintenance, and registry-related work.
Key duties
- Offer technical guidance to members of the public on obtaining or assigning Crown lands for commercial, residential, or recreational use.
- Receive, process, and track correspondence while keeping Crown title records up to date.
- Act as a point of contact between government departments, industry stakeholders, and the public.
- Use the computerized AMANDA system and related accounting tools to maintain and monitor applications and Crown titles.
- Carry out technical and complex land investigations and prepare detailed reports for supervisors, especially where land tenure, payment details, and legal issues are involved.
- Use digital mapping tools and GIS to plot applications, surveys, and Crown titles.
- Apply geographic and resource analysis, along with legal document checks, to support land-use and allocation decisions.
- Complete other duties as assigned.
Location and vacancy details
Current recruiting needs include:
- Lands Officer I: St. John’s — 1 temporary position
- Lands Officer II: Gander — 1 permanent position
- Lands Officer II: Corner Brook — 1 temporary position
Pay and hours
Lands Officer I: $25.03 to $27.70 per hour (CG-26), based on a 35-hour work week.
Lands Officer II: $27.61 to $30.67 per hour (CG-29), based on a 35-hour work week.
Screening requirements
You should have a diploma in Resource Management, Geomatics Engineering, or Geographic Information Sciences, or a comparable mix of education, training, and experience. Experience using GIS and mapping products is required. Previous client service experience is an asset.
Assessment criteria
Applicants should understand mapping, air photo interpretation, and GIS, and should also have knowledge of survey-related data. Familiarity with the Provincial Land Registries, the Lands Act, and related legislation and policies will be considered an asset.
You must be able to provide professional, responsive service to a varied client group, including government partners and the public. Strong communication skills, sound judgment, efficient time and task management, professionalism, precision, and a collaborative approach are all important for success in this role.
