Stellar Information Technologies is a Dubai-headquartered technology staffing and digital innovation firm supporting more than 80 clients across the GCC. The company is expanding its internal delivery setup to handle hybrid Agile and Waterfall project execution across client work, and it is looking for a specialist who can take complete ownership of the JIRA environment.
Role Overview
This position is for a JIRA Administrator and Configurator who will manage the platform from end to end, including implementation, configuration, training, and support after launch. It is not a helpdesk role. The person in this role will shape JIRA around how teams actually work across mixed delivery models, creating a system that serves developers, project managers, and leadership alike.
The role calls for strong practical JIRA administration skills, familiarity with how AI-enabled tools and Confluence integrate into delivery workflows, and the confidence to work directly with business stakeholders to convert requirements into a scalable, controlled JIRA solution.
Key Responsibilities
- Design, implement, and maintain executive dashboards that combine multiple projects into a single leadership view, along with separate dashboards for project managers.
- Set up critical path visibility for hybrid Kanban and Waterfall projects using built-in JIRA functions, plugins, or custom reporting where needed.
- Build and support a hybrid delivery structure in JIRA that reflects the flow from requirements and design through development and testing to user acceptance.
- Manage workflow schemes, issue types, screens, screen schemes, and field configurations across Scrum and hybrid projects while keeping governance standards intact.
- Create and maintain a standard project template for consistent use across Waterfall-based projects.
- Develop custom reports and dashboards that track project status, sprint performance, milestone progress, test execution, portfolio indicators, and executive summaries.
Experience, Education, and Technical Requirements
The ideal candidate should hold a bachelor's degree in Computer Science, MIS, Information Technology, Business Information Systems, or an equivalent field. A minimum of 7 years of hands-on JIRA configuration and administration experience is required, along with at least 5 full lifecycle JIRA implementations across Scrum, Kanban (company-managed), and team-managed portfolio project types.
Strong practical knowledge of JIRA workflows, schemes, and automation rules is essential, as is a solid understanding of JIRA implementation methods and best practices. Experience in government or public sector service process design across Waterfall and Agile environments is considered an advantage. Exposure to integrating JIRA with AI-driven tools is also beneficial.
The role requires strong JIRA administration capability across Cloud and/or Data Center, including user, group, role, and permission management. Candidates should be adept at configuring workflows, workflow schemes, issue types, screens, screen schemes, and field configurations, and should have working experience with JIRA Software, JIRA Service Management, and JIRA Work Management.
Additional technical needs include experience with Advanced Roadmaps for portfolio planning, strong JQL skills for filters and dashboards, and the ability to build dashboards and reports such as burndown, velocity, sprint, milestone, and executive-level views. Familiarity with permission, notification, and security schemes is required, along with JIRA Automation for rules, triggers, conditions, and actions.
The position also involves integration work with Confluence, other Atlassian tools, and third-party or AI-enabled platforms such as Slack, Teams, AI assistants, and plugins. Knowledge of the Atlassian Marketplace and the ability to assess, install, and configure add-ons is expected. Groovy scripting and ScriptRunner experience are advantageous, as are REST API skills, user provisioning and authentication experience with SSO/SAML and LDAP/Active Directory, and hands-on exposure to data migration, import/export, instance consolidation, and upgrades. A solid understanding of Agile and Waterfall delivery models and how to configure JIRA for hybrid execution is necessary.
Soft Skills and Language Requirements
Applicants should bring strong communication, stakeholder management, presentation, and business writing skills. The role requires the ability to collaborate effectively with business users, technical teams, and project managers, and to convert complex needs into practical solution choices. Arabic and English proficiency for business communication and documentation is required.
Preferred Certifications
Certification such as Atlassian Certified Jira Administrator, Atlassian Certified Professional, or an equivalent credential is preferred. Training in communication, presentation, or stakeholder management is also considered useful.
