IT Project Manager - Government and Giga Projects

Overview

We are looking for a seasoned Project Manager to oversee the execution of extensive IT service projects spanning Government departments, large-scale Giga Projects, and corporate clients within Saudi Arabia. This position demands expertise in managing diverse portfolios involving Cloud Infrastructure, Enterprise Applications, Digital Transformation initiatives, and Managed Services.

Key Responsibilities

• Plan, execute, and guide the delivery of projects focused on Cloud Infrastructure, Enterprise Applications, and Managed Services throughout their full lifecycle.
• Construct detailed project schedules, delivery roadmaps, resource allocations, budgets, and governance models.
• Simultaneously manage several projects or programs, ensuring they meet business goals and client demands.
• Track the status of projects, identify and handle risks, dependencies, issues, and adjustments, applying corrective measures as necessary.
• Guarantee adherence to project scopes, deadlines, budgets, quality standards, and contractual agreements.
• Oversee the transition, transformation, and ongoing management of Managed Services contracts, aiming to meet SLA, KPI, and service excellence targets.
• Lead service improvement initiatives and maintain operational governance and efficiency.
• Ensure smooth coordination with service teams to maintain uninterrupted service and resolve challenges rapidly.
• Head strategic delivery efforts for Government bodies, public sector agencies, and major Giga Projects.
• Manage complex environments involving multiple stakeholders such as clients, consultants, suppliers, and senior leaders.
• Stay compliant with governance, legal, regulatory, security, and contractual standards.
• Champion delivery of transformative projects that align with organizational outcomes.
• Oversee project portfolio finances, including budgeting, revenue, profitability, and resource management.
• Prepare and maintain financial forecasts, cost control measures, and revenue oversight systems.
• Produce high-level project and portfolio reports for executives.
• Lead large multidisciplinary teams of over 30 members across various projects and streams.
• Foster team performance through mentorship, coaching, and skill development initiatives.
• Encourage a culture emphasizing responsibility, teamwork, and client-centered service.
• Serve as the key liaison for customers and influential stakeholders.
• Organize governance meetings, steering committees, progress updates, and executive briefings.
• Build and sustain strong relationships ensuring excellent stakeholder satisfaction.
• Handle escalations efficiently to resolve issues swiftly.
• Implement and maintain governance frameworks, delivery controls, and reporting systems.
• Apply risk management, quality control, and change management methodologies consistently.
• Align with internal PMO procedures and delivery standards.
• Lead post-project evaluations and promote ongoing process improvements.

Experience and Education

• Minimum of 8 years' experience in IT project management environments.
• Demonstrated success managing deliveries in Cloud Infrastructure, Enterprise Applications, Digital Transformation, and Managed Services.
• Experience handling large Government or Public Sector projects and Giga initiatives.
• Proven ability managing significant project portfolios with large financial responsibilities.
• Experience leading sizeable teams of 30 or more professionals.
• Background in IT Services, System Integration, Consulting, or Managed Services industries.
• Bachelor’s degree in IT, Computer Science, Engineering, Business Administration, or related disciplines; Master’s degree is advantageous.
