Role Overview: Industry Training Officer
The Industry Training Officer (ITO) is a vital contributor to helping businesses and workers adapt amidst Singapore’s economic shifts through the adoption of advanced technologies like AI, automation, data analytics, and digital tools. The ITO collaborates with business leaders, unions, and Company Training Committees (CTCs) to leverage these technologies for productivity improvements, job quality enhancement, and workforce strengthening, while upholding fair employment and strong labour-management partnerships under the spirit of tripartism.
Key Responsibilities
- Champion NTUC’s goals for improved job quality, enterprise strength, and sustainable transformation.
- Establish and deepen connections with businesses across sectors, expanding NTUC’s influence via the CTC framework.
- Assist companies in strategizing and executing transformations enabled by technology.
- Ensure workers gain from AI integration through reskilling initiatives, job redesign efforts, and career development.
- Balance business objectives, technological deployment, and workforce considerations responsibly.
Core Functions of the ITO
The role integrates three complementary functions:
1. Business Advisor and Development
- Engage and connect with companies, promoting the CTC approach and NTUC’s value to senior leadership, HR, and union representatives.
- Provide consultation on transformation strategies, technology applications, and ethical implementations across various use cases such as automation, analytics, HR, and customer experience.
- Analyze business operations, job roles, and workforce skills to identify opportunities where AI enhances productivity and job satisfaction.
- Facilitate discussions on job redesign, reskilling, change management, and redeployment while endorsing fair employment standards.
2. Facilitator
- Conduct transformation and operational-technology roadmap workshops involving management and union members.
- Help stakeholders prioritize AI projects that yield business, productivity, and workforce benefits.
- Identify gaps in technology and AI skills and advocate for appropriate training programs.
- Promote mutual understanding between employers and employees about evolving jobs, skills, and career trajectories driven by AI and technology.
3. Coordinator
- Manage collaboration between NTUC, government bodies, training institutions, and AI solution providers.
- Support companies in planning and launching CTC-backed tech projects.
- Monitor data related to business outcomes, workforce reskilling, and job redesign effectiveness.
- Contribute to sector-wide initiatives aimed at scaling technology and workforce transformation best practices.
Qualifications and Experience
- Diploma or University Degree in disciplines such as Business, Engineering, Human Resources, Economics, Public Policy, or Technology.
- At least three years of relevant experience, preferably in sectors like workforce development, business process improvement, technology transformation, facilitation, or consulting. Strong candidates with pertinent internships or role exposure are welcome.
