Since 2019, Splash has advanced an ambitious initiative called Project WISE (WASH in Schools for Everyone), targeting over 800,000 children across Addis Ababa and Bahir Dar in Ethiopia, and Kolkata, India, by improving WASH infrastructure, promoting hygiene behavior, and supporting menstrual health programs in schools. As the organization moves into Phase II of the project, it plans to expand across 3-5 new cities and countries, working closely with local partners to foster sustainable change.

Position Summary

The Impact and MLE Manager based in Zambia is a key figure ensuring the effective implementation of Splash's monitoring, learning, and evaluation approaches within their country of responsibility. Reporting to the Africa Regional Impact & MLE Director, this role emphasizes precise, timely data management, partner collaboration, and insightful data use to enhance project outcomes and inform strategy at various organizational levels.

Key Duties and Responsibilities

• Manage the country’s WISE II program data system on Salesforce, maintaining fully accurate and current records.
• Develop and sustain Salesforce reports and dashboards to monitor program metrics, enabling accessible, actionable data across audiences including donors and regional teams.
• Oversee field data collection via TaroWorks, ensuring dependable data transfers to Salesforce and prompt resolution of any submission or quality issues.
• Create Tableau or Power BI visualizations to present program performance trends to both internal and external stakeholders.
• Conduct routine audits for data quality in Salesforce, identifying and fixing inconsistencies before reporting.
• Collaborate with the Regional Data Quality, Insights & Reporting Manager for ongoing enhancements to data systems including configuration and tool implementations in the Zambia context.
• Ensure compliance with global and regional data standards during data collection and entry processes.
• Supervise data collectors and maintain organized storage of program documentation in shared repositories.
• Engage regularly with implementing partners to provide technical guidance, training, and ensure protocol adherence.
• Facilitate periodic partner review and learning sessions to share best practices and reinforce data quality rigor.
• Coordinate with government entities to align educational management information systems (EMIS) data with Splash records.
• Generate comprehensive reports and perform contextual analysis of program data to guide donor communications and support strategic decision-making.
• Deliver MLE training tailored to local field teams and partners, adapting materials to ensure relevance and impact.
• Partner with country program, operations, and finance teams to embed MLE processes into broader organizational activities and participate in strategic planning to support data-driven improvements.
• Analyze past projects and pilots to extract lessons learned, feeding into continuous learning and program refinement.

Education and Experience Requirements

• Bachelor's degree in relevant disciplines such as Statistics, Data Science, Economics, Demography, Information Systems, Computer Science, International Development, Social Sciences, or Monitoring and Evaluation. Backgrounds in Public Health, Environmental Science, or WASH are advantageous but not mandatory.
• Postgraduate qualifications in Monitoring and Evaluation, Data Management, or Project Management are preferred.
• Salesforce Certified Administrator or Trailhead Ranger accreditations are considered strong assets.
• At least 5 years of professional experience in monitoring and evaluation, data management, or program data systems, ideally within international development or NGOs.

Technical Skills

• Expertise using Salesforce Lightning including record navigation, report and dashboard building, and maintaining quality data entry.
• Hands-on experience managing mobile data collection tools, especially TaroWorks or similar platforms like Kobo, SurveyCTO, or CommCare.
• Proficiency in dashboard development using Tableau or Power BI.
• Solid understanding of quantitative and qualitative data gathering methods and quality assurance approaches.
• Experience connecting data collection tools with centralized systems is a plus.

Compensation and Benefits

• 18 days of paid annual leave, increasing by 2 days per year up to 28 days, plus 11 paid public holidays.
