Role overview
Smart Integrated Solutions, part of Abunayyan Holding, is looking for an HR Business Partner to join its team in Riyadh. This position will support the President IFM and the wider leadership group by combining strategic guidance with day-to-day HR execution to help shape a compliant, engaged, and high-performing organisation.
The role is central to connecting people strategy with business goals. It covers workforce planning, hiring, onboarding, employee relations, performance management, Saudisation, policy development, compliance, and organisational development. The HR Business Partner will also contribute to strengthening and expanding the HR function so it can better support growth, efficiency, employee experience, and adherence to Saudi labour and government requirements.
Strategic HR partnering
- Work closely with the President IFM and senior leaders to understand business priorities and convert them into practical HR plans and people initiatives.
- Offer forward-looking advice on workforce planning, organisational design, employee performance, engagement, retention, and regulatory compliance.
- Help leadership assess current and future staffing needs in line with operational expansion plans.
- Act as a dependable advisor to managers so their people decisions are consistent and commercially sensible.
- Prepare HR analysis and reports to support business planning, headcount control, Saudisation targets, and workforce cost management.
Recruitment, workforce planning and onboarding
- Own the full recruitment cycle for vacancies, from role profiling and posting through CV review, interview coordination, offer handling, and pre-employment checks.
- Collaborate with business leaders to maintain the manpower plan and ensure hiring activity matches operational demand.
- Keep recruitment trackers accurate and provide regular status updates on open roles, progress, staffing levels, and recruitment blockers.
- Support managers in defining job requirements, selection criteria, and interview scoring methods.
- Oversee onboarding for new employees, including contracts, visa-related documentation, system access, induction, and probation targets.
- Coordinate with recruitment agencies, government platforms, and AHC HR as needed to source suitable candidates efficiently.
Employee relations and manager support
- Serve as the primary HR contact for managers and employees, giving practical guidance on policy matters, employment issues, and KSA labour law obligations.
- Support managers with employee relations matters such as disciplinary action, grievances, absence, probation reviews, performance issues, and terminations.
- Ensure employee relations cases are managed fairly, consistently, confidentially, and in line with legal requirements.
- Help foster a healthy employee relations culture through early intervention, coaching, and clear communication.
- Keep complete records for employee relations cases and maintain proper documentation.
Performance and talent development
- Support performance management activities including objectives setting, probation reviews, annual appraisals, and performance improvement plans.
- Coach managers on delivering feedback, documenting issues, and planning development actions effectively.
- Work with department heads to identify learning needs and coordinate relevant training activities.
- Maintain training records and support the QHSE Manager with induction and compliance training arrangements.
- Assist with succession planning and broader talent development as the organisation expands.
HR governance, policies and compliance
- Build, roll out, and maintain the HR policy framework, including contracts, leave rules, disciplinary processes, grievance handling, performance procedures, and employee handbook content.
- Ensure HR practices and policies align with KSA labour law, HRSD regulations, and Ministry requirements.
- Guide managers and staff on how policies should be interpreted and applied consistently.
- Keep employee records and HR system data accurate, secure, and confidential.
- Support internal HR audits and make sure employee files, contracts, government documents, and compliance records remain current and complete.
Saudisation and government compliance
- Track Nitaqat status and create workable plans to achieve and sustain Saudisation targets across the workforce.
- Work with business leaders to identify roles suitable for Saudi nationals and support recruitment, retention, and development efforts for Saudi talent.
- Handle employment-related government processes such as IQAMA, work permits, GOSI registration, Muqeem, Qiwa, Mudad, HRSD portals, and other compliance requirements.
- Make sure employment practices and employee documentation comply with Saudi labour law and government rules.
- Stay updated on regulatory changes in Saudi employment law and advise management on any business implications.
Payroll support and HR operations
- Provide monthly payroll input to Finance, including starters, leavers, pay changes, overtime, allowances, deductions, unpaid leave, and other relevant updates.
- Manage GOSI registrations, monthly contribution updates, and related reporting.
- Administer benefits, leave records, attendance tracking, and reimbursement coordination in line with company policy.
- Prepare HR reports covering headcount, turnover, Saudisation, recruitment progress, and employee data changes.
- Continuously improve HR processes to raise efficiency, accuracy, compliance, and employee experience.
Qualifications and experience
A bachelor’s degree in Human Resources Management, Business Administration, or a related subject is required. The role calls for at least 5 years of HR experience, preferably gained in an HR Business Partner, HR Generalist, or senior HR advisory position.
Strong working knowledge of KSA labour law, HRSD regulations, Nitaqat requirements, and government employment portals is essential, along with hands-on experience managing IQAMA, work permits, GOSI, Qiwa, Muqeem, Mudad, and similar compliance processes.
The ideal candidate should have experience advising managers on employee relations, performance management, recruitment, onboarding, and HR policy execution, as well as experience in workforce planning, manpower tracking, HR reporting, and headcount management. Proficiency with HR systems and Microsoft Office is required. Arabic speaking and writing skills are essential, and strong English communication skills are also needed.
Preferred qualifications and experience include a CIPD Level 5 qualification or above, SHRM certification, or an equivalent HR credential. Exposure to facilities management, construction, contracting, real estate, or services environments is advantageous, as is experience in a group HR set-up with shared services support. Experience driving Saudisation strategies, developing Saudi talent, and helping to build or mature an HR function in a growing business is also valued.
