Position Overview

Harbor Health is looking for a dedicated Human Resources Business Partner to act as a trusted people leader managing an assigned territory of Texas clinic markets. The position integrates employee relations, HR partnering, and cultural leadership, managing complex employee relations issues and proactively enhancing manager capabilities and organizational health to prevent problems. Reporting to the Director of HR Operations with a dotted reporting to the Chief People Officer, this role is critical to advancing Harbor Health's mission through its payvider healthcare model.

Responsibilities

  • Serve as the main resource for employee relations within the designated region, handling complex issues for clinical and administrative staff.
  • Conduct thorough, unbiased workplace investigations on harassment, discrimination, retaliation, and policy violations.
  • Provide clear, actionable recommendations and solutions based on complex case analysis.
  • Collaborate with legal counsel and HR leadership on sensitive escalations as necessary.
  • Maintain detailed, confidential records of employee relations cases.
  • Identify and communicate regional employee relations trends with leadership for proactive interventions.
  • Advise clinic managers and operational leaders on HR matters, coaching on performance management, difficult discussions, and employee growth.
  • Utilize AI tools to assist manager coaching by drafting performance feedback, preparing conversation points, and researching compliance queries.
  • Translate employment laws and compliance into understandable guidance for non-HR leaders.
  • Develop managerial skills through direct support, coaching, and focused training.
  • Assist with workforce planning, role creation, and staffing decisions alongside operational leaders.
  • Partner on organizational design and structural changes as the market evolves.
  • Proactively implement initiatives to reduce employee relations issues and reinforce organizational culture across clinics.
  • Support harmonization of culture in acquisitions and growing organizational contexts.
  • Conduct stay interviews, exit interviews, and employee pulse surveys to gauge experience and identify enhancements.
  • Promote an inclusive, engaging workplace environment.
  • Ensure consistent application of company policies across the region.
  • Work with HR Operations on benefits, leave management, and accommodations compliance.
  • Stay current on Texas employment law and federal regulations including ADA, FMLA, FLSA, Title VII, and EEOC guidelines.
  • Support employee onboarding and offboarding processes within assigned markets.
  • Monitor and analyze people metrics and employee relations trends, delivering insights and proactive recommendations.
  • Contribute to people operations projects, policy creation, and cross-functional HR initiatives.
  • Represent regional HR perspectives in broader strategic planning.

Requirements

  • Minimum of 5 years progressive HR experience, with strong emphasis on employee relations.
  • Proven skills in conducting workplace investigations and managing intricate employee relations independently.
  • Deep understanding of Texas employment laws and federal regulations such as ADA, FMLA, FLSA, and Title VII.
  • Experience advising and coaching managers at various levels on HR and employee relations topics.
  • Exceptional independent judgment and ability to handle ambiguity in fast-paced settings.
  • Strong negotiation, influence, and conflict resolution capabilities.
  • Ability to quickly establish trust and credibility across diverse groups, including front-line clinical personnel and senior management.
  • Excellent organizational skills to effectively manage multiple cases and priorities simultaneously.
  • Preference for candidates with healthcare sector experience, especially with clinical or physician staff.
  • Experience in fast-growing, multisite, or post-acquisition organizations preferred.
  • Certifications such as SHRM-CP, SHRM-SCP, PHR, or SPHR are advantageous.
  • Familiarity with HRIS platforms like UKG is beneficial.
  • Experience working across multiple regions or markets is a plus.
  • Comfort with AI tools (e.g., Claude, ChatGPT) to support drafting, compliance research, case prep, and coaching.
  • Bilingual proficiency in English and Spanish is desirable.
