Role Overview
SCT is hiring a Human Capital Analyst to support NASA’s Office of the Chief Human Capital Officer (OCHCO). The role contributes enterprise-wide support to leadership across the planning, readiness, implementation, and advancement of human capital initiatives and transformation efforts.
The work will mainly support Talent Services functions, including Talent Management and Talent Acquisition, along with the creation and rollout of a new HR Operations function across OCHCO service lines. The position is tied to NASA HQ in Washington, DC but will be carried out remotely.
What You Will Do
- Gather, verify, and interpret both qualitative and quantitative information to identify patterns, issues, risks, and opportunities, then recommend practical improvements.
- Develop briefings, analysis summaries, written reports, presentations, agendas, and other materials that help manage programs and keep work organized.
- Build and maintain project and implementation plans, milestones, process design activities, stakeholder engagement efforts, nomination and selection workflows, and tracking for program requirements.
- Support client meetings by documenting data requests, decisions, action items, communication plans, follow-up tasks, and program materials throughout the program lifecycle.
- Create surveys and other feedback tools to measure program effectiveness and overall success.
- Produce dashboards, trend analyses, workflow maps, and other visual outputs that help leaders make informed decisions.
- Join, facilitate, and help lead stakeholder meetings as needed, while tracking important actions and decisions.
- Work closely with program managers to design, implement, and improve human capital programs and operational functions.
- Provide broad project management support, including planning and scheduling, risk and issue tracking, progress reporting, documentation, knowledge management, and communication or change management support.
- Occasional travel may be required.
Requirements
- A graduate degree in a relevant field is preferred; alternatively, a bachelor’s degree with at least 2 years of relevant experience, or 5 years of directly related experience without a degree.
- At least 1 year of consulting experience is preferred.
- Applicants must be U.S. citizens.
- Prior experience supporting federal human capital transformation is required.
- Strong advisory, consulting, and implementation skills in program or project management.
- Ability to independently juggle several workstreams at once while staying responsive to multiple stakeholders and maintaining high-quality deliverables.
- Strong understanding of federal HR and human capital policies, practices, concepts, and procedures.
- Proven experience with project management methods, supporting tools, and/or Agile Scrum practices.
- Strong analytical ability and proficiency with Microsoft Office tools, including Excel, Power BI, Power Apps, SharePoint, Project, O365, and Teams.
- Ability to take ownership of assigned workstreams and move them forward proactively.
- Professional client-facing communication skills.
- Excellent written and verbal communication abilities.
Compensation
The salary range for this position is $90,000 to $104,000 per year.
