Role overview

This position leads Health, Safety, and Environment services within the Department of Energy, covering the full range of HSE matters across the organization and the energy sector. The role focuses on shaping regulations, codes, and standards, ensuring they align with ADPHC requirements and other official environmental authority rules, and driving consistent implementation through monitoring, reporting, and investigation.

What you will do

  • Help create technical environmental rules, codes of practice, and standards that apply to all licensed organizations in the energy sector.
  • Make sure ADPHC-mandated occupational safety and health requirements, along with other applicable environmental authority rules, are built into the various directorates and sections of the Department of Energy.
  • Support licensing activities and contribute ideas for improving the licensing process.
  • Assist in building the Department of Energy HSE framework and help enforce the Environment, Health, and Safety Management System by feeding recommendations to the HSE Director (EHSMS).
  • Gather information from licensed entities so they maintain a structured reporting process for operational environmental incidents within their EHSMS, and ensure compliance with incident-reporting rules and standards.
  • Handle investigations related to operational environmental incidents when required, confirming that the correct process was followed and that the licensed company remains compliant with HSE obligations.
  • During investigations, review and escalate fatal environmental incidents to the HSE Director, assess the licensed entity’s corrective action plans, and determine what response the Department of Energy should take.
  • Coordinate with the Licensing and Compliance Section to track environmental compliance information from licensed entities and carry out investigations and follow-up when possible breaches are found.
  • Carry out an annual site visit to verify that licensed entities are following environmental regulations, codes, and standards.
  • Create and apply a detailed and reliable site-assessment process to support consistent evaluations across visits.
  • Prepare written reports covering site visits, identified non-compliance issues, and the actions required from both the licensed entity and the Department of Energy.

Qualifications and experience

  • A bachelor’s degree in a relevant area such as Environmental Sciences, Natural Science, Health, Safety and Environmental Management, or Engineering.
  • An IOSH qualification, a master’s degree in Health and Safety, or an equivalent certification such as NEBOSH is required.
  • At least 5 years of experience in a relevant field.
