Job description
Position Overview
This temporary role is with the State Highway Administration (SHA) District 5 in Anne Arundel County, Maryland. The HR Specialist (Administrative Officer I) will support the Assistant Administrative Section Chief, Administrative Section Chief, Administrative Assistant, and team members in the Human Resources, Training, and Performance Excellence sections. The position demands the application of various personnel policies and procedures while managing employee records and filing systems.
Key Responsibilities
- Assist hiring managers with preparing and submitting selection plans for district and shop vacancies, including required approvals from District Engineer and Equal Opportunity Officer.
- Print and post job announcements using TSHRS and DBAM systems; distribute announcements electronically to District 5 employees and maintain filing systems.
- Review and contact candidates from eligible lists using multiple systems, coordinate and schedule interview dates and times with panels.
- Manage PPP appointments and handle background investigation paperwork, as well as pre- and post-employment documentation.
- Collect, review, and ensure accuracy of interview summaries, coordinate approvals, and submit cleared eligible lists.
- Notify hiring managers when offers can be made and provide detailed offer information including salary and start date guidelines.
- Assist with open enrollment processes and support staff with logging into Workday and OSCTS systems.
- Serve as timekeeper for the district office and act as backup for shop timekeeping duties.
Qualifications
- Graduation from an accredited high school or possession of a high school equivalency certificate.
- Minimum of one year of administrative or professional experience.
- A minimum of one year experience must involve application of personnel policies in areas such as recruitment, retirement and health benefits, payroll, or timekeeping.
- Substitution provisions allowed: up to 30 credit hours of college education per year of experience, possession of a bachelor's degree substitutes for required experience, or U.S. Armed Forces commissioned officer service with relevant administrative duties may substitute on a year-for-year basis.
- Must hold a valid Maryland motor vehicle operator's license.
