Overview

This position encompasses managing comprehensive HR administration duties combined with extensive government relations responsibilities. The role is situated at ENGIE Middle East, based in Al Jubayl, Saudi Arabia, focusing on supporting company and employee compliance with Saudi regulations and facilitating smooth plant operations.

Key Duties

  • Oversee and coordinate all government relations activities, maintaining communication with ministries, regulatory bodies, and external agencies to ensure timely and compliant processing of company and employee documentation per Saudi laws.
  • Handle all employee-focused government services, including visas, iqamas, work permits, labor contracts, sponsorship transfers, business and work visit visas, MOFA attestations, Saudization certificates, and GOSI administration, using portals such as QIWA, GOSI, Muqeem, Absher, ELM, and MOL.
  • Ensure the renewal and upkeep of company licenses, permits, registrations, memberships (e.g., Chamber of Commerce), municipality permits, vehicle registrations, and statutory obligations while maintaining accurate records and validity monitoring.
  • Act as liaison with governmental offices like Labor Office, Jawazat, MOI, MOFA, Police departments, Traffic Police, Municipality, Civil Defense, GOSI, handling incidents, official inspections, and regulatory compliance, including accompanying employees to such offices when needed.
  • Promote compliance with Saudization, labor laws, government reporting, and regulatory duties, coordinating seamlessly with HR, Administration, Finance, and Operations teams for efficient process execution and plant support.
  • Manage online government portals and associated transactions, such as SADAD payments and utility bills, ensuring confidentiality, accuracy, and adherence to company protocols.
  • Represent the company in dealings with STC Business offices, managing applications and submissions.
  • Deliver full-spectrum HR operational support including recruitment, onboarding, employee documentation, data management, attendance tracking, leave administration, and exit processing aligned with company policies.
  • Support payroll processes by verifying employee data, attendance, leave records, and other necessary inputs to maintain data integrity and confidentiality.
  • Coordinate employee relations, engagement initiatives, training, performance management, and HR communications to enhance employee development and organizational performance.
  • Uphold compliance with labor laws, company policies, regulatory mandates, and internal HR governance standards, ensuring timely processing of statutory renewals such as Civil Defense permits.
  • Maintain and update HR records and systems while supporting audits, manpower reports, workforce planning, and continuous improvement in HR functions.
  • Facilitate effective communication and coordination with employees, managers, government entities, and stakeholders to ensure smooth HR service delivery.
  • Manage everyday plant/site administrative operations including office facilities, employee support services, accommodation, housekeeping, catering, and general site management.
  • Coordinate transportation, travel, accommodation logistics, gate pass processing, vehicle fleet and fuel management, and driver/vendor relationships to sustain plant operations and employee mobility.
  • Oversee facility management tasks such as office maintenance, utilities, workspace allocations, employee uniforms and PPE provision, camp administration, meeting arrangements, and supporting site events.
  • Handle contracts, administrative and service agreements, coordinating with contractors, vendors, and third-party providers for transport, catering, housekeeping, security, and manpower support services.
  • Ensure compliance with company policies, Health, Safety & Environment (HSE) standards, regulatory guidelines, and site procedures while managing administrative documentation, reports, inventories, and audit data.
  • Maintain collaborative relationships with internal departments, external parties, and stakeholders to optimize administrative services and plant support activities.
  • Adhere strictly to company policies, procedures, code of conduct, and HSE requirements, demonstrating professionalism, integrity, confidentiality, and alignment with organizational ethics and values.
  • Maintain punctuality, discipline, and dedication toward responsibilities and operational needs, fostering a positive culture, teamwork, and employee discipline across the site and department.
  • Provide timely support to management and employees on HR, Administration, and Government Relations issues, including official visits to government offices for process completion.
  • Attend to urgent operational matters proactively to ensure business continuity and smooth plant operations.
  • Establish and maintain positive working relationships with employees, managers, contractors, vendors, and government representatives for effective coordination and service delivery.
  • Perform additional duties as assigned by management consistent with business and operational objectives.
