Role Overview

The Health, Safety & Environment (HSE) Specialist is tasked with supporting the deployment and ongoing enhancement of HSE management systems linked to tower infrastructure, network facilities, and operational processes. The specialist will ensure adherence to both national laws and international safety standards while fostering a robust safety culture across field operations, contractors, shared infrastructure, and related support functions.

Key Responsibilities

• Assist in implementing and continuously improving HSE management systems pertaining to telecom tower infrastructure and operational tasks.
• Guarantee compliance with Rwanda's occupational health, safety, environmental regulations, and telecom-specific policies.
• Conduct comprehensive risk assessments for activities including tower construction, installation, maintenance, and daily operations.
• Lead investigations on incidents, perform root cause analysis, and oversee corrective and preventive measures.
• Supervise HSE compliance of contractors, tenants, and field teams working within shared tower setups.
• Organize and manage emergency preparedness efforts such as fire safety inspections, drills, and crisis response strategies.
• Support initiatives related to environmental stewardship, such as waste control, energy conservation, and sustainability projects.

Candidate Profile

• A bachelor's degree in Environmental Science, Occupational Health & Safety, Engineering, or a closely related discipline.
• At least 3 to 5 years' professional experience in HSE roles, ideally within telecom infrastructure, construction, energy, or similar operational sectors.
• Solid understanding of HSE regulations, telecom infrastructure risks, and internationally recognized HSE standards.
• Proficient in incident investigation, risk evaluation, data analysis, and report preparation.
• Strong communication skills and ability to engage a variety of stakeholders effectively.
• Holding professional certifications such as NEBOSH, IOSH, or ISO 45001/14001 Lead/Internal Auditor is desirable.
