Overview
El Seif Operation and Maintenance is seeking a dedicated QHSE Officer for Facilities Management, tasked with upholding rigorous safety, quality, and compliance standards within active project environments. This full-time on-site role prioritizes ensuring that all FM operations adhere to QHSE policies and Saudi regulations.
Key Responsibilities
- Perform routine QHSE inspections, site walkthroughs, audits, and compliance evaluations across Facilities Management project locations.
- Ensure proper implementation of HSE policies, risk assessments, permits, and method statements.
- Detect unsafe behaviors, hazardous conditions, quality issues, and non-compliance, and oversee corrective and preventive measures to resolution.
- Assist in investigations of incidents, accidents, near misses, and non-conformities, generating precise reports.
- Maintain comprehensive QHSE documentation including inspection records, audit results, training logs, and compliance tracking systems.
- Lead toolbox talks, safety briefings, awareness initiatives, and site-specific QHSE training sessions.
- Collaborate effectively with operations teams, maintenance staff, supervisors, subcontractors, and client representatives concerning QHSE matters.
- Guarantee adherence to applicable Saudi laws, company standards, client directives, and project QHSE procedures.
- Oversee compliance related to PPE usage, work-at-height safety, electrical safety, housekeeping, waste management, emergency readiness, and permit-to-work protocols.
- Contribute to internal and external audits and support timely resolution of audit findings.
- Advocate for a proactive safety culture and consistent enforcement of QHSE discipline among site teams.
- Supply ongoing QHSE performance reports and suggest continuous improvement strategies to management.
Qualifications and Experience
- Possess a Diploma or Bachelor's in Occupational Health & Safety, Engineering, Environmental Science, Quality Management, or a related field.
- Have at least 3 years of professional experience in QHSE/HSE roles.
- Prior exposure to Facilities Management, Integrated Facilities Management, Operations & Maintenance, maintenance services, building services, or large operational projects is essential.
- Strong understanding of site safety practices, risk assessments, incident and accident reporting, audits, inspections, and follow-up on corrective and preventive actions.
- Professional certifications such as NEBOSH, IOSH, OSHA, ISO 45001, ISO 9001, or ISO 14001 are advantageous.
- Excellent communication and interpersonal skills for effective collaboration across multiple teams and stakeholders.
- Proficiency in Microsoft Office and report generation.
- Willingness to work on-site and relocate or travel to project locations within Saudi Arabia as needed.
