Job description
Role Overview
Bilfinger Middle East is searching for a seasoned Health Safety Environment (HSE) Officer to support our operations in Abu Dhabi. The successful professional will be accountable for enforcing and upholding HSE standards across industrial maintenance and project environments, guaranteeing adherence to client requirements as well as regulatory frameworks.
Key Responsibilities
- Implement corporate HSE policies and the HSE Management System (HSEMS).
- Supervise site safety through inspections, audits, walkthroughs, and ensure compliance with permit-to-work procedures.
- Lead toolbox talks and HSE training sessions for staff and subcontractors.
- Conduct risk assessments, proposing corrective and preventive measures.
- Follow up on and resolve HSE observations and corrective action items.
- Investigate incidents, accidents, and near misses, then compile investigation reports.
- Promote HSE awareness and employee engagement initiatives.
- Engage in client meetings, audits, and site inspections.
- Coordinate emergency preparedness programs and drills.
- Organize monthly HSE committee meetings.
- Maintain HSE documentation and generate reports for management and clients.
- Foster a robust safety culture and encourage continuous operational improvements.
Candidate Requirements
- Bachelor's degree or diploma in Engineering, Occupational Health & Safety, Environmental Science, or a related field.
- Mandatory NEBOSH IGC certification.
- Preferred IOSH Managing Safely or equivalent certification.
- At least 6 years of HSE experience in mechanical maintenance, industrial services, oil & gas, shutdowns/turnarounds, and plant operations.
- Experience collaborating with major industrial clients such as ADNOC, EGA, TAQA, Borouge, or comparable entities.
- Strong familiarity with UAE HSE regulations and industry best practices.
- Technical expertise in HSE Management Systems, incident investigation, risk assessment (JSA/JHA), permit to work systems, hazard identification, emergency response planning, internal auditing, ISO 45001, ISO 14001, and Microsoft Office applications.
- Demonstrated leadership capability, excellent communication skills, strong interpersonal skills, and the capacity to work independently in challenging site settings.
- Analytical mindset with attention to detail and proactive problem-solving.
- Skilled in stakeholder engagement and client interaction.
- Fluency in English required; knowledge of Hindi or Urdu is preferred; additional languages are advantageous.
