Job description

Role Overview

The Health Safety Environment (HSE) Officer supports the creation and execution of HSE protocols within the cooling plants to reduce hazards and protect employees effectively.

HSE Compliance

  • Support the formulation, deployment, and upkeep of HSE policies and guidelines to maintain safety standards during operations.
  • Ensure compliance with all pertinent HSE regulations, permits, laws, and industry frameworks relative to plant operations.
  • Perform routine safety inspections and audits to detect risks, hazards, or breaches and suggest corrective measures.

Risk Assessment and Management

  • Conduct thorough risk assessments and job hazard analyses to uncover workplace dangers and their potential impacts.
  • Work collaboratively with departments to devise and implement control measures mitigating identified risks.
  • Evaluate the efficiency of risk controls and recommend enhancements as necessary.
  • Confirm that the appropriate personal protective equipment (PPE) is accessible, used correctly, and maintained for operational safety.

Incident Handling

  • Generate accident data reports emphasizing incident frequency, severity, and rates to identify weak points.
  • Assist in investigating workplace accidents and incidents, perform root cause analysis, and produce reports with recommendations to prevent recurrence.
  • Maintain detailed incident documentation and statistical summaries to inform teams on lessons learned and avoid repetition of errors.

Training and Development

  • Design and deliver health and safety training programs aligned with business strategies, performance systems, and legal requirements.
  • Facilitate safety inductions for new hires and provide guidance for contractors' staff and visitors before work begins.
  • Offer ongoing education and assistance relating to health, safety, environmental protocols, and industry best practices across all company levels.

Emergency Preparedness

  • Coordinate with the Emergency Response Team to establish and maintain emergency response plans and procedures.
  • Organize drills and exercises to validate emergency response effectiveness.
  • Ensure emergency equipment and systems are functional and readily accessible.
  • Support and guide personnel during emergencies to safeguard individuals and company assets.

Qualifications and Skills

  • Diploma or bachelor's degree in safety or a relevant discipline.
  • At least 3 years of experience managing HSE operations coordination.
  • Comprehensive knowledge of loss prevention, local and industry fire and safety codes such as OSHA, NFPA, and BS standards.
  • Strong understanding of safety procedures and policies.
  • Proficient in English communication.
  • Experienced in risk assessment techniques.
  • Capable decision-making and problem-solving abilities.
