Role Overview

We are seeking a Health, Safety & Environment Manager to join one of our major clients in Doha, Qatar. This key leadership position reports to the Framework Manager and is responsible for accident prevention, compliance with a variety of HSE regulations and standards, and continuous development and enhancement of the Occupational Health & Safety Management System. This role also champions safety culture across multiple operational sites, workshops, field crews, and wastewater infrastructure operations.

Key Responsibilities

• Lead and oversee the HSE department across all projects and operational locations, managing safety officers, engineers, and personnel involved in the OH&S system.
• Develop and enforce the Occupational Health & Safety Plan, including procedures, guidelines, targets, and objectives aligned with policies and client expectations.
• Ensure the safe operation and maintenance of sewage treatment facilities, pumping stations, networks, workshops, and related infrastructure.
• Handle management of critical HSE risks such as confined space entry, hazardous gases, chemical handling and storage, sludge management, lifting operations, electrical work, hot work, working at heights, isolation procedures, and permit-to-work processes.
• Conduct ongoing inspections, site audits, compliance checks, and monitor corrective actions to mitigate unsafe behaviors and conditions.
• Lead incident reporting, root cause investigation, corrective action tracking, and system improvements for OH&S management.
• Coordinate and chair OH&S committees and maintain active channels for communication and worker participation.
• Organize and deliver HSE training sessions, toolbox talks, awareness initiatives, and emergency preparedness drills for all employees, supervisors, subcontractors, and visitors.
• Monitor environmental compliance including waste control, spill prevention, wastewater risk management, chemical safety, and environmental reporting.
• Compile and submit HSE reports encompassing statistics, audit results, incident investigations, and follow-up actions to management and clients.

Candidate Requirements

• A bachelor’s degree is required, preferably in Engineering, Environmental Science, Occupational Health & Safety, or a related technical field.
• Minimum of 20 years total experience, with at least 10 years in a senior HSE managerial role within sewage or wastewater treatment, utility services, or infrastructure O&M; regional experience is advantageous.
• Professional certifications such as NEBOSH, IOSH, OSHA, ISO 45001 Lead Auditor, or ISO 14001 Lead Auditor are preferred.
• Comprehensive knowledge of permit-to-work systems, risk assessments, incident management, emergency response, environmental controls, and managing contractor safety.
• Proven leadership capabilities managing large, multi-site HSE teams.
• Thorough understanding of HSE legislation, standards, policies, and wastewater operational risks.
• Resilience under pressure, excellent multitasking abilities, and adeptness managing multiple sites and client demands.
• Strong investigative, analytical, problem-solving, and decision-making skills.
• Fluency in both English and Arabic languages.
