Role Overview
The position is for a Health and Safety Officer based in Dublin with a hybrid working arrangement. This is a specific purpose role and reports to the Health and Safety Manager.

Purpose of the Role
The successful candidate will support health and safety, as well as fire safety, inspection, audit and review activity across Respond’s new and existing housing developments. The role involves ensuring compliance with current legislation and best-practice requirements while working closely with departmental teams to strengthen the organisation’s health, safety and fire safety standards across national work and service locations.
Key Responsibilities
The role covers the following areas:
- Support the rollout and ongoing improvement of Respond’s health, safety and wellbeing management system and related controls.
- Perform internal inspections and audits across departments and services nationwide to check alignment with internal frameworks and statutory obligations, and produce written reports.
- Complete health and safety and fire safety compliance checks on new apartments, houses and developments in the social housing and cost-rental sectors before handover from the developer to Respond.
- Undertake health, fire safety and emergency response inspections in occupied apartments, offices and community buildings throughout the country, while supporting internal teams in managing these requirements.
- Prepare risk assessments for specific sites and tasks, and assist managers and teams with creating, applying and reviewing site and task-based risk assessments.
- Help maintain and monitor Respond’s digital risk assessment management system.
- Encourage a strong culture of health, safety and wellbeing across the organisation through communication, consultation and continuous improvement with management, staff, Safety Representatives, the Health and Safety Committee and external stakeholders where needed.
- Deliver health and safety and fire safety briefings and training programmes for managers and employees across departments and services.
- Carry out any additional duties that are consistent with the Health and Safety Officer position.
Required Experience and Qualifications
Applicants should have a degree in health and safety, or an equivalent recognised qualification such as fire safety or construction safety. A minimum of three years’ experience in a workplace health and safety position is required, along with a strong understanding of Irish health and safety and fire safety legislation and its practical application.
Experience must also include carrying out health and safety and fire safety inspections and audits of properties, preparing written reports, and developing risk assessments for tasks and work environments.
Technical Knowledge
- Ability to prepare emergency response procedures for buildings and personal emergency evacuation plans.
- Understanding of workplace fire safety management requirements.
- Project management capability.
- A full clean driving licence and access to a car for work-related travel, mainly along the East Coast and across the Midlands.
Skills and Behavioural Attributes
- Strong verbal and written communication skills.
- Excellent organisation, time management, interpersonal and motivational ability.
- Ability to work effectively with line managers and teams to build productive partnerships and maintain compliance.
- High attention to detail, with the ability to perform well under pressure and meet deadlines.
- Strong IT skills, particularly in Microsoft Excel and Microsoft Word.
