Job description

About the Role

The Health and Safety Officer is responsible for ensuring a safe working environment at job sites by promoting adherence to health, safety, and environmental (HSE) policies, as well as statutory regulations. The role requires active support to the QHSE Manager and procurement teams, handling contractor HSE prequalifications, attending stakeholder meetings, and maintaining rigorous documentation aligned with ISO standards.

Key Responsibilities

  • Maintain personal safety and ensure compliance with safety measures at work locations.
  • Assist QHSE Manager and procurement teams in evaluating contractors' HSE prequalification.
  • Represent QHSE Manager in meetings with clients and stakeholders related to HSE and draft meeting minutes.
  • Ensure contractors and personnel comply with HSE regulations aiming for zero harm incidents.
  • Provide relevant information, supervision, training, and toolbox talks (TBT) to employees concerning HSE matters.
  • Report daily HSE violations, monitor corrective actions, and suggest disciplinary measures when necessary.
  • Be flexible and available on-call for emergencies, including work during holidays or outside standard hours.
  • Coordinate regulatory compliance with Facility Managers, Supervisors, and Clients in line with authority instructions.
  • Manage HSE system documentation as per ISO 9001:2015, ISO 14001:2015, ISO 50001:2011, and OHSAS 18001:2007 / ISO45001:2018 standards.
  • Review and approve method statements, risk assessments, emergency plans, and conduct job-specific risk evaluations.
  • Approve work permits for Khidmah and Client contractors.
  • Develop, implement, and update evacuation plans and procedures.
  • Manage pandemic illness policies and enforcement.
  • Collaborate with senior management to enforce safety management systems onsite.
  • Lead site teams in implementing the "I see, I fix, I report" safety program.
  • Conduct and document emergency drills to ensure preparedness.
  • Perform regular safety inspections and escalate concerns to QHSE and Facility Managers.
  • Carry out periodic and unplanned HSE site inspections to meet client KPIs and improve safety.
  • Ensure site cleanliness, hygiene, and proper maintenance of technical equipment related to safety.
  • Ensure all workers wear proper personal protective equipment (PPE) onsite.
  • Lead monthly HSE committee meetings with stakeholders, document attendance and outcomes.
  • Maintain records of all HSE incidents, near misses, and dangerous occurrences.
  • Support COSHH chemical safety assessments and maintain safety data sheets at chemical stores following UAE standards.
  • Conduct incident investigations to identify root causes and recommend corrective actions.
  • Provide safety inductions for new staff and contractors.
  • Compile and share data required for corporate HSE monthly reporting.
  • Collaborate with various departments to integrate safety into business operations.

Occupational Health and Safety Expectations

All employees must comply with Khidmah's HSE policies, procedures, and statutory requirements. Each individual is responsible for keeping updated with policy changes and ensuring adherence to maintain workplace safety.

Information Security Duties

  • Abide by company information security policies and understand personal security responsibilities.
  • Ensure that all individuals handling sensitive information complete security awareness training.
  • Report any security incidents promptly to IT or Information Security teams.
  • Maintain enabled OS firewall and antivirus software at all times.
  • Use company resources solely for authorized purposes and maintain password confidentiality.
  • Accept personal accountability for user accounts and uphold data confidentiality.

Business Continuity Responsibilities

  • Identify potential risks and vulnerabilities affecting business operations.
  • Assess the effect of operational disruptions.
  • Analyze critical business processes and set recovery goals for essential services.
  • Promote awareness of the Business Continuity Plan (BCP) and individual roles.
  • Regularly test and update the BCP through drills, simulations, and coordination with departments.
  • Continuously monitor and improve risk management and recovery strategies.
